Duties

Help

The Chief Information Officer:

Serves as the principal advisor to the Deputy Assistant Attorney General (DAAG) and other senior leaders concerning the design, development, implementation, and evaluation of information technology (IT) to meet OJP's mission and needs. Provides advice and guidance which will significantly impact critical programmatic and operational decisions by leadership.

Oversees the organization's information systems, including the design, development and maintenance of key IT systems central to accomplishing the organization's core work (e.g., grants management, financial management, data analysis and visualization). Using current technology and best industry practices, develops strategies to create and maintain sound service-oriented IT architecture designed to improve productivity of programs and operations and promote a coordinated, interoperable, secure, and shared infrastructure. Translates highly sophisticated technical requirements into pragmatic and effective recommendations that focus on the application of IT to improve productivity and promote increased access to and availability of information.

Has full responsibility for the oversight and management of all OCIO functional areas, including enterprise architecture, application development, infrastructure and engineering, cybersecurity, policy and planning, and project management. Ensures the implementation of an integrated enterprise through coordination of resources across the agency and collaboration with other components to deliver a fully integrated capability that supports internal and external customers. Develops performance metrics and data to determine goals and decides methods, plans and schedules work, adjusts staffing and procedures to allocate resources, sets and adjusts priority, and assigns work based on priority.

Provides support for IT portions of annual financial systems audits, appropriately preparing Office of the CIO management and staff, providing timely, accurate and complete resources to auditor information requests.

Represents OJP at interagency and other external meetings. Provides executive participation in external forums sponsored by other Federal agencies or IT industry.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;
  • Supervising the work of employees; and
  • Exercising important policymaking, policy determining, or other executive functions.
Applicants must also demonstrate information technology experience pertinent to the position.

Executive Core Qualifications:

ECQ 3: RESULTS DRIVEN - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN - This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS - This core qualification involves the ability to build coalitions internally and with other Federal agencies, state, local and tribal governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications:

You will be evaluated on the following Mandatory Technical Qualifications (MTQs): Your responses to the MTQs must be addressed separately, not to exceed two pages per MTQ.

MTQ 1: Demonstrated experience in leading forward-thinking and innovative strategic technology planning and operational delivery in support of an organization with diverse requirements. Demonstrated success in providing value to customers through technology services and mission enabling capabilities. Experience positioning the organization to achieve mission success through delivery of cost-effective emerging technologies and strategic procurement of hardware, software and solutions.

MTQ 2: Demonstrated ability to oversee the organization's major information systems and implement IT best practices for agency-wide information policies, plans, utilization, security, and evaluation of information systems requirements, including the definition and development of information technologies needed to support the agency's programs and operations in the most effective and economical manner.

MTQ 3: Demonstrated ability to ensure integration of the long-range plans with the organization's mission, goals, planning systems, programming, budgeting, acquisition, and management processes. Demonstrated ability to integrate agency plans with Departmental and broader governmental IT objectives, standards, and programs.

Failure to meet the basic qualification requirements and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.
