Duties

Help

  • Serves as the Deputy Chief Information Security Office (CISO) and is responsible for the daily operation of the FCC’s Cybersecurity program and managing risk to information systems/services on behalf of the Authorizing Official (AO).
  • Establishes performance standards for and evaluates the work of subordinates. Assigns work and analyzes workload of the staff. Determines appropriateness of and initiates promotions, reassignments, and disciplinary actions and awards. Selects new employees. Determines organization structure and assigns duties to positions. Counsels employees on major personnel problems. Recommends needs for and schedules formal training, insuring that orientation and on-the-job training are provided where appropriate. Applies equal employment, affirmative action and labor relations policies in all phases of personnel management. Keeps employees advised on all matters affecting their employment, consulting with appropriate staff offices for technical assistance as required.
  • Manages and approves Accreditation Packages (e.g., ISO/IEC 15026-2).
  • Advises senior management (e.g., Chief Information Officer [CIO]) on risk levels and security posture.
  • Advises senior management (e.g., CIO) on cost/benefit analysis of information security programs, policies, processes, systems, and elements.
  • Advises appropriate senior leadership or Authorizing Official of changes affecting the organization's cybersecurity posture.
  • Ensures that security improvement actions are evaluated, validated, and implemented as required.
  • Ensures that cybersecurity inspections, tests, and reviews are coordinated for the network environment.
  • Manages threats or target analysis of cyber defense information and production of threat information within the enterprise.
  • Provides leadership and direction to information technology (IT) personnel by ensuring that cybersecurity awareness, basics, literacy, and training are provided to operations personnel commensurate with their responsibilities.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Time in grade restrictions do not apply to Direct Hire procedures.

In order to be deemed as "Best Qualified" candidates must meet the specialized experience requirements as outlined below.

GS-15

Candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service.  Specialized experience is defined as follows:

1. Experience providing leadership and direction to information technology (IT) personnel and ensures that Cybersecurity awareness, basics, literacy, and training are provided to operations personnel commensurate with their responsibilities.
2. Experience leading, directing and overseeing the daily operation of an agency's or organization's Cybersecurity program and managing risk to information systems/services on behalf of the Authorizing Official (AO).
3. Experience managing multiple streams of operational day to day IT work such as security, applications, operations, procurement, budget, etc.
4. Experience reviewing accreditation packages and identifying patterns which pose security risks.
5. Experience explaining, describing and interpreting highly complex and technical matters to non-technical stakeholders.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position.  The FCC determines the BEST QUALIFIED CANDIDATES based upon whether or not all of the qualification requirements have been met (education, basic experience requirements and specialized experience requirements).

As this position is being advertised under Direct Hire procedures, veterans preference does not apply.

A selecting official may make a selection from the list of candidates who are deemed as "Best Qualified".

Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement.
