Duties

Help

This position is located in EPA, Office of Inspector General, Office of Investigations, Field Operations Division.  The office of investigations conducts criminal investigations, which look for violations of the law. Investigations may involve such areas as financial fraud, employee misconduct, intrusion into EPA systems and computers, impersonating EPA officials and theft of EPA property and funds. If a federal law is violated, the OIG presents the evidence to the U.S. Attorney’s Office, which determines if the subject(s) will be prosecuted.

The ideal candidate will perform the following duties: 

  • Responsible for providing analytical support to criminal investigations of of fraud, waste, and abuse affecting the EPA’s programs and operations
  • Collects, processes, and analyzes data from computer networks and information from traditional law enforcement sources.
  • Applying criminal intelligence techniques and evaluating validity and pertinence of data and reports.
  • Researching and analyzing active investigations, crime trends, including making recommendations regarding allocation of resources and developing investigative leads.
  • Identifies and develops procedures for issues or tasks that cannot be resolved by standard criminal intelligence methods.

  • If you are selected, you may be required to complete a one-year trial period.
  • You will be required to obtain and maintain a top-secret security clearance.
  • If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.
  • This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

All applicants must have 1 year of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.  

Qualifying specialized experience for this position includes the following:

Minimum Qualifications GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service performing all of the following: (1) Utilize computer software programs to collect cyber related data; (2) Utilize fact-finding methods and/or analysis to conduct trend analysis and statistical studies pertaining to crimes of fraud, waste, or abuse; (3) Assist with the preparation of cyber related investigations; AND (4) Prepare reports and/or technical information related to fraud, waste, or abuse.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.);

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. 

Minimum Qualifications GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service performing all of the following: (1) Utilize computer software intelligence programs to collect, process, and/or evaluate voluminous data; (2) Assist with examining information related to investigative cases such as: financial crimes/fraud, organized criminal elements, counterfeit U.S. currency and obligations, and/or terrorist activities; (3) Compile information to be evaluated for patterns of criminal activity for evidence in a court of law; AND (4) Create formal reports and/or findings of crimes of fraud, waste, or abuse.

Minimum Qualifications GS-13:  One year of specialized experience equivalent to the GS-12 grade level in the Federal service performing all of the following: (1) Evaluate incoming cybercriminal intelligence data, cyber threat information, and/or suspicious activity reports; (2) Utilize investigative and/or intelligence gathering systems to access, collect, examine, analyze data, evidence, and/or other information from a variety of sources such as public access databases and law enforcement databases; (3) Utilize criminological theories and/or research methodologies to conduct analysis of  investigative cases (e.g., financial crimes, access device fraud, telecommunications fraud, electronic crimes, counterfeit U.S. currency and obligations); AND (4) Prepare reports of findings, based on facts and evidence to use in prosecuting cases.

Education

No education may be substituted at the GS12 and GS13 grade level.
