The FHFA Office of Inspector General (FHFA-OIG) is responsible for, among other things, conducting audits, investigations, and other activities of the programs and operations of FHFA, and recommending polices that promote economy and efficiency in the administration of, and prevent and detect fraud, waste, and abuse in, FHFA's programs and operations.

The FHFA Office of Inspector General (FHFA-OIG) is responsible for, among other things, conducting audits, investigations, and other activities of the programs and operations of FHFA, and recommending polices that promote economy and efficiency in the administration of, and prevent and detect fraud, waste, and abuse in, FHFA's programs and operations.
The following are the duties of this position at the EL-13. (Equivalent to the GS-13) If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Perform studies, analyze data, compile detailed findings and conclusions to prepare evaluation reports related to FHFA program operations and systems, in adherence to Council of the Inspectors General on Integrity and Efficiency (CIGIE) standards and FHFA-OIG Office of Evaluations policies and procedures.
Analyze FHFA operations using applicable criteria, techniques, methods and practices related to evaluations, program management and internal controls in assessing the efficiency and economy of FHFA operations, and the effectiveness of accomplishment of FHFA programs.
Develop evaluation plans, make recommendations for objectives, approaches, or tests, based on experience or research. Conduct risk assessments and apply the information to the assignment.
Modify the evaluation plan by changing areas of emphasis or develop new approaches as determined by analysis of findings.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the EL-11, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Briefing internal management or external customers on project results and work products; AND
- Planning segments of evaluations or projects; AND
- Drawing conclusions or making recommendations based on data/information gathered.
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the EL-09, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the EL/ GS-07 grade level in the Federal service. Specialized experience for this position includes
- Researching laws, regulations, guidelines, or procedures; AND
- Collecting and/or analyzing documentation to assess risk, develop project strategy and/or support project objectives; AND
- Communicating status or results of work to internal or external management; AND
- Documenting results of research, projects or analyses in written documents.
OR
You may substitute education for specialized experience as follows: A Masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or a LLB or JD, in a related field.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the EL-07, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-05 grade level in the Federal service. Specialized experience for this position includes the following:
- Conducting research for a project or assignment; AND
- Organizing and/or analyzing information.
OR
You may substitute education for specialized experience as follows: 1 full year of graduate level education or superior academic achievement.
OR
A combination of education and experience. Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
