Summary

This position is located in the Office of the Planning and Program Development (PPD) or the Office of Financial Management and Program Oversight (FMPO) for the Federal Transit Administration (FTA) for Regional offices and is under supervision of the Office Director. This Office is responsible for the oversight of state/local planning and programming activities leading up to and including the award of all grants related to all FTA programs.

Duties

Help

At the full performance level, the Community Planner:

  • Is responsible for a variety of activities including administering the transit planning process including conducting Metropolitan Planning Certification Reviews, Planning Findings, Air Quality Conformity, grant development and recommendation for approval, and program management.
  • Develops and prepares approval recommendations for planning, capital and operating grants, and assures that applications meet all FTA legal, regulatory and policy requirements.
  • Prepares briefing papers, statistical summaries and policy papers on abroad range of regional office and grantee activities and in support of policy and procedural decisions.
  • Provides financial and technical assistance to transit agencies regarding matters of policy, procedure, grant administration and negotiation of project scopes to be funded. Ensures grants are developed to meet federal program requirements.
  • Meets with state and local officials, representatives of public and privately owned carriers, and various public and private groups regarding FTA programs, policies, procedures and transit in general.
  • Provides technical assistance in planning, project development and grant development, and identifies and develops solutions to resolve issues.
  • Acts as a liaison and handles communication with external and internal partners and customers soliciting information on programs.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience in assisting others with principles and practices of the transportation planning process and transit/transportation project planning and/or development.
  • Experience in assisting others with transit/transportation grants development and management.
  • Experience of and/or exposure to the requirements of the National Environmental Policy Act, Section 106 of the National Historic Preservation Act, and/or Section 4(f) for transit/transportation projects.


To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience with federal transportation planning requirements and grants development and management principles and managing transit/transportation program(s).
  • Experience in conducting technical analysis of documents and projects and developing appropriate review or response documents regarding matters of policy, transportation planning processes, and/or grant administration.
  • Experience of and/or experience with projects requiring review under the National Environmental Policy Act, Section 106 of the National Historic Preservation Act, and/or Section 4(f) for transit/transportation projects.

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience with developing and managing program(s) and project(s), administering, and overseeing the metropolitan and statewide transportation planning process and the federal grant development process, and developing and presenting recommendations for approval by senior officials.
  • Experience researching and applying theories, principles, and practices of transportation planning to ensure statutory compliance and implementation of federal policies, and planning and conducting projects/studies in transportation planning related topics (e.g., climate change; resiliency, equity, complete streets; public involvement; transit planning; environmental stewardship and streamlining; corridor planning; safety; realty programs; sustainability, etc.), preparing relevant analytical reports, and presenting results.
  • Experience in managing transit/transportation projects and/or projects requiring compliance with NEPA.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Transportation, Planning and Project Development - Knowledge, research techniques, principles and practices of Statewide and Metropolitan transportation planning, transit systems, and project development.
  • Transportation Authorization and Appropriation Law, Regulations and policies - Comprehensive knowledge of research techniques and Federal transportation laws, regulations and policies. Ability to locate, read, and interpret requirements, and participate in drafting any such new requirements and guidance as may be required. Demonstrates the ability to communicate and present comprehensive knowledge to internal and external clients and customers.
  • Management and Administration of Grants and Agreements - Comprehensive knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
  • Problem Solving and Dispute Resolution- Ability to recognize possible conflicts during transportation planning and project planning efforts and public meetings or hearings as well as during regulatory and policy development. Ability to propose strategies to resolve issues. Identifies when to elevate and exercise dispute resolution options.

Education

Degree: Community Planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
