The Records and Information Management Specialist (RIMS) position for the Veterans Benefits Administration is located in the Support Services Division of the San Juan, PR Regional Office under the general direction of the Support Services Division Chief, the RIMS for VBA facilities has oversight for the facility-wide Vital Records Management Program. The RIMS is the records liaison for administrative records.
Summary
The Records and Information Management Specialist (RIMS) position for the Veterans Benefits Administration is located in the Support Services Division of the San Juan, PR Regional Office under the general direction of the Support Services Division Chief, the RIMS for VBA facilities has oversight for the facility-wide Vital Records Management Program. The RIMS is the records liaison for administrative records.
Develop and implement facility policies and procedures in accordance with VA and VBA policy, National Archives and Records Administration (NARA), and other applicable Federal laws and regulations.
Coordinate records management functions with Records Management Technicians, business lines, and management.
Conduct focused monitoring and auditing of records created and maintained by business lines.
Facilitate regular interdisciplinary records management committee meetings and participate in other facility committees pertaining to the information life cycle.
Identify and report for corrective action problems or deficiencies in the Records and Information Management Program.
Utilize project management knowledge and skills to assist business lines in completion of records retirement and records retrieval projects.
Serve as the facility point of contact and advisor for maintenance and disposition of records, to include shredding of documents, when the record is not required to be retained or if the designated life cycle of the document has expired.
Selectees are subject to a background/suitability investigation.
Selective Service registration is required for males born after 12/31/1959.
A probationary period may be required for employees and supervisors.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade level of (GS-07) in the normal line of progression for the occupation in the organization.
Specialized Experience:
GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the federal or other services. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience for this position is defined as: Demonstrated experience performing duties that supports the full life cycle of an organization's records management program; (2) applying established procedures, policies and regulations to ensure organizational records are stored, maintained, disposed and properly managed;(3) providing guidance to all levels of staff for disposing or storing records when they are no longer needed to complete organizational functions; (4) performing periodic reviews to ensure that documents scheduled for destruction comply with agency policy; AND (5) maintaining a detailed log of procedural violations to ensure breaches are properly recorded and reported to management officials for corrective actions.
Examples of positions in which this experience would likely have been gained would include Records Management, Data Resources Management , or perhaps an Administrative Support position with records management oversight. OR
Applicants may substitute education for experience at grade GS-09. Applicants may substitute education for experience with an awarded master's or equivalent graduate degree (such as an LL. B or J.D.) from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education leading to such a degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.
OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-9. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 27 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first 18 credit hours earned) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. Pandemic Telework Program:
Due to COVID-19, the VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Work Schedule: Regular office hours, Monday - Friday, 8:00 AM - 4:30 PM. Alternate work schedules may be available.
Physical Requirements: The work involves considerable walking, standing, and bending in searching various file locations. There is occasional lifting and carrying of such items as records boxes averaging 35 pounds, claims folders, and shred envelopes. May involve the operation and maintenance of shred receptacles and/or shredders. While VBA continues transitioning to an electronic claims processing environment, the RMO will perform the electronic equivalent of the physical demands listed above, as system capabilities permit (e.g., reviewing and approving the removal of documents marked for disposition in the electronic environment).
