As a HR Specialist (Employee and Labor Relations) you will:

  • Serves as a Workforce Relations Branch staff member providing technical authority advisory services on employee relations and labor relations (ELR) including performance management and recognition program.
  • Provides expert consultation and technical advice, technical assistance, and policy guidance to NSF management concerning complex disciplinary, adverse, and performance-based actions.
  • Participates in various committees and working groups to formulate and implement new management practices that facilitate improved working relationship with union officials within and outside NSF.
  • Provide authoritative interpretation of laws, regulations, policies, and procedures that govern ER/LR and develop broad policies or other ELR guidance for the NSF.
  • Maintains day-to-day contact on an informal or planned basis with operating officials.
  • Provides guidance to supervisors, and employees to acquaint them with basic personnel management concepts, principles, etc.
  • Maintains continuing liaison with labor organization representatives and officials on problems or questions by the bargaining unit. Convene meetings with representatives, operating officials, or employees to find ELR solutions.
  • Provides technical authority management advisory services to NSF operating officials on ELR issues that focus on conduct, discipline, and labor.
  • Provides staff assistance and advice in developing a communications program designed to provide guidance to management and employees on effective two-way flow of information and consultation on work problems and personnel policy questions.
  • Participates with the Labor Relations Officer and other senior staff in the development of written policy, procedures, planning and guidance materials in Labor Relations. Prepares reports, bulletins, instructions, and guidelines as needed, for program implementation and administration.
  • Acts as a liaison between labor and management to provide guidance and training to management staff regarding the interpretation/application of the CBA, employee rights to union representation, the union’s right to attend formal meetings, negotiability and representational issues and official time.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at GS-11, you must have one year of specialized experience equivalent to the GS-09 level in Federal service. Specialized experience for this position is work that involves the ability to provide guidance, advice and assistance to management and employees in preventing and resolving a wide range of complex work-related problems.  Examples of specialized experience includes responsible for providing technical advisory and consultative services related to employee and labor relation areas. Promotes the achievement of HR goals and objectives for these programs throughout the organization. Such goals and objectives include fostering employee satisfaction; maintaining a positive work atmosphere; promoting employee understanding of organizational missions and policies; establishing effective performance management and recognition systems; and contributing to satisfactory productivity, morale, motivation, and discipline. OR

Possess a Ph.D. or equivalent doctoral degree. OR

Possess 3 full years of progressively higher level graduate education leading to such a degree. OR

Possess a combination of graduate level education and experience that together meet the qualification requirements for this position.

To qualify at GS-12, you must have one year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience for this position is work that involves the ability to provide guidance, advice and assistance to management and employees in preventing and resolving a wide range of complex work-related problems.  Examples of specialized experience includes providing advisory services related to employee and labor relation programs. Promotes the achievement of broad HR goals and objectives for these programs throughout the organization. Such goals and objectives include fostering employee satisfaction; maintaining a positive work atmosphere; promoting employee understanding of organizational missions and policies; establishing effective performance management and recognition systems; and contributing to satisfactory productivity, morale, motivation, and discipline.

For the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in Federal Service. Examples include: establishing and maintaining effective relationships - including the use of non-traditional collaborative approaches with labor organizations that represent employees; advising on labor relations functions; providing solutions to complex/unique problems to a variety of labor and employee relations issues; ensuring compliance with policies/guidance (e.g., regulatory, statutory, and negotiated) on labor and employee relations functions; providing conflict management services between management and employees on job-related issues; providing technical assistance to management on preventative measures and execution of disciplinary/adverse action.

Education

At the GS-11 level, education may be substituted for experience as described in “Qualifications."
If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

At the GS-12 and GS-13 levels, education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
