This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce (Section 1109) to recruit and appoint qualified candidates to positions in the competitive service.

  • Responsible for performing pre and post award functions for acquisitions involving supplies, services, construction, and information technology.
  • Ensure appropriate market research is conducted, acquisition planning and documentation is thorough, accurate, and complete, solicitations and contracts are drafted in accordance with all applicable laws, regulations, and policies.
  • Ensure required approvals and price/cost analysis are included in the contract file as applicable.
  • Perform contract negotiations, contract administration, and contract closeout.
  • Analyze market trends, commercial practices, conditions, and technological advances.
  • Select appropriate techniques and procedures to solve any acquisition problems.
  • Analyze difficult contracting issues and determine recommended courses of action, which may depart from previous approaches.

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS 09 Qualifications
Specialized Experience: One year of specialized experience which includes : 1) advise customers on quality procurement packages or acquisition business strategies; 2) procure a wide variety of commodities and/or services; or 3.) analyzing contract provisions and recommending termination or modification of purchase orders and/or contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS 07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: If your college, vocational, trade, technical or high schools' definition of "academic year" differs from above, you must submit proof of this difference (e.g., copy of course catalog that defines an academic year). Absent this documentation, you will be screened for academic qualifications based on the academic hours as defined in the bullets above.
GS-11 Qualifications
Specialized Experience: One year of specialized experience which includes 1.) Perform pre-award and post-award functions for a variety of supplies, services, and/or construction contracts 2.) perform acquisition planning, price/cost analysis, negotiation, administration, coordinating, and/or 3.) conduct pre-award surveys to determine capability and past performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS 12 Qualifications
Specialized Experience: One year of specialized experience which includes 1.) Prepare response for all contract related inquiries, to include requests for approval of contract deviations and 2.)utilize contracting principles and procedures applicable to pre-award and/or post award actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

About the Position: As a Contract Specialist within the Vicksburg District, Vicksburg Contracting Office, you will work under the administrative direction of a Supervisory Contract Specialist. You will serve as Contract Specialist for pre-award and post-award functions, including acquisition planning, price/cost analysis, negotiation and controlling the full range of contracting functions from receipt of the requirement through contract close out.
