Duties

Help

Major duties include:

  • Serve as a regional technical Energy Program Specialist, developing, adapting, and implementing management responsibility for the region to ensure efforts are directed towards meeting GSA’s national energy and water reduction targets. Continuously appraise the effectiveness of the region-wide energy management and water conservation programs.
  • Participate with water, energy services, and utility companies on studies to plan, develop, and implement comprehensive water and energy efficiency projects.
  • Identify unusually high energy consuming buildings through cost analysis, building characteristics and operating trends, for energy audit studies.
  • Plan and conduct formal training programs in the energy conservation discipline for use by customer service centers, staff offices, and facilities management personnel. Disseminate information concerning new and improved techniques for energy conservation which includes organizing and developing training manuals.

If selected, you must meet the following conditions:

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

The GS-13 salary range starts at $106,823 per year.  

SPECIALIZED EXPERIENCE:  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience implementing an energy management program and services related to facility operations and project implementation. This experience must include interpreting and applying energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; identifying, managing, and implementing energy conservation measures; conducting energy audits; and conducting analysis of energy consumption/cost.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of the Energy Independence and Security Act of 2007 for federal agencies to participate with water and utility companies in designing cost-effective demand-side management and conservation incentive programs to address the unique needs of facilities utilized by such agencies.
  2. Knowledge of technical and operating background in mechanical operation and maintenance of building heating, ventilating, and air conditioning systems.
  3. Knowledge of tenant agencies' operating needs and problems in the development of new and improved methods, policies, and procedures that will conserve energy.
  4. Skills in communicating effectively, both orally and in writing.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
