Summary

As a Building Management Specialist, you will assist the Property Manager in providing safe, secure, clean, and sustainable facilities in which to conduct agency business. 

This position is located in the Northern Service Center Operations Division.

We are currently filling two positions, additional vacancies may be filled as needed.

Duties

Help

The Northern Service Center Operations Division is responsible for all aspects of facility operations: operating, maintaining and sustaining high quality work environments. 

The selected candidate will learn the duties and responsibilities of a GSA Assistant Property Manager which includes exercising full responsibility and authority for the day-to-day operations of a designated building or groups of buildings within the GSA inventory. Examples of duties:

  • Programs, develops and directs all on-site building operation, maintenance, repair, alteration, historic preservation, cleaning, recycling, concessions, safety, environmental and security activities in Government owned and leased buildings assigned.
  • Identifies and recommends major repair and alteration project needs.
  • Performs contract administration, lease management, quality assurance and inspection duties related to assigned facilities.
  • Develops and promotes positive working relationships with customer agencies and client personnel.

The GS-09 salary range starts at $59,102 per year. Salary is determined by the location for which you are selected.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify for the GS-9 level, you must demonstrate that you meet one of the following: 
 
One year of specialized experience equivalent to the GS-07 level of the Federal service. Specialized experience is experience assisting in the management of a commercial office building  (or equivalent non-housing high rise building) consisting of building mechanical system (i.e., HVAC, alarm systems, elevators, etc):  This experience typically includes:

  • coordinating repair and/or alteration projects;
  • maintaining customer satisfaction programs that include feedback mechanisms used to evaluate the effectiveness of services provided;
  • gathering data to assist with the development of operating budgets; and
  • inspecting contractor performance

OR

You must possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. 

You may qualify based on a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work: You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of conventional building management principles, concepts, and practices as well as an understanding of building tenants and client agencies needs, requirements, and customer satisfaction drivers to operate, maintain, and manage real property assets in a manner that provides quality, efficient building services and satisfies building tenants and customer agencies.
  • Technical knowledge of building operations and maintenance, including Federal and industry operations and maintenance best practices; major systems and equipment such as HVAC, controls, mechanical, electrical, plumbing, roofing, structural, elevators, and renewable energy systems.
  • Knowledge of business policies, processes, and initiatives related to Building Management programs including: data management and associated performance measures; customer relationship management and communication protocols; budget formulation; project management processes; use of AS, advanced metering, CMMS or similar systems and other data and technology tools used to effectively manage properties.
  • Basic knowledge of policies, regulations, and Standard Operating Procedures, and applicable Federal statues, with regard to property management and safety issues, required to manage the operation of buildings including lease administration processes.
  • Knowledge of commonly applied real estate principles, rules, regulations, and practices; and a general understanding of real estate markets to manage Federally controlled property or space, involving common or familiar uses, limited changes in client needs, and routine contractual problems to resolve.
  • Knowledge of contracting rules and regulations.
  • Knowledge of analytical and evaluative techniques in order to identify client agency and building tenants’ facility needs in relation to customer satisfaction; evaluate and interpret required customer survey responses and other similar data; and to make recommendations for action based on consideration of all aspects of a problem.
  • Skill in interpersonal relations and in written and oral.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
