Summary

This position will serve as the Zone 3 Branch Chief for the OCFO PBS Financial Services Financial Management Division (BR3F). 

Location of position: Location is negotiable in one the regional locations after selection in the General Services Administration, Office of the Chief Financial Officer.

As a Supervisory Financial Management Analyst for this position, the incumbent:

  • Manages and implements national and regional policies; administrative functions, operations and procedures. Coordinates regional and/or multi-regional activities with other GSA components and other Federal agencies.
  • Provides authoritative advice, guidance, management and assistance in setting goals for the Division on a monthly, annual or longer basis and establishes priorities and work plans to meet the high level organizational goals.
  • Provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues.
  • Serves as a troubleshooter for program personnel on a diverse range of issues, projects, or concerns requiring an overview of the total agency, financial management and budget operations with respect to resolving significant, controversial and/or otherwise highly charged situations.
  • Applies a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.
  • Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of agency goals.
  • Provides leadership, expert assistance and authoritative advice on the interpretation and implementation of governing policy in the area of financial management. Works independently, with other Teams, and with the Branch Chief in dealing with other Branches and Divisions, customer agencies, service providers and other interested parties in regard to the nature and quality of service rendered by the office as well as on individual problems.
  • Obtains input from business lines as necessary to carry out planned financial projects and programs; coaches the business lines on the most practical means of attaining the financial planned objectives and solving day-to-day operational problems.
  • Manages the Leasing, Revenue/FFO, or one or more of the Financial Management Programs for a Zone, consisting of one or more Regions. This includes processing, reporting, clean-up, and monitoring activities, and policy interpretation.

The GS-14 salary range starts at $122,941.00 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is developing financial policies and procedures, and using accounting system financial forecasting techniques to extract and analyze data in order to determine the financial viability of program initiatives.

  • Knowledge of automated financial systems in order to implement systems and be able to use them effectively and efficiently.
  • Skills to apply comprehensive analytical wide range of qualitative and/or quantitative methods for the assessment and improvement of programs with the ability to apply them to work being performed.
  • Knowledge of leadership principles necessary to plan, manage, and motivate the efforts of staff and teams to accomplish assigned program responsibilities at optimum levels of quality and productivity.
  • Knowledge of the concepts, principles, practices, statutes, laws, and regulations, policies and procedures, which apply to financial management of significant business lines.
  • Knowledge of expertise in planning, programming, and budgeting techniques and their interrelationships, and the use of accounting and information systems in business line budgets.
