The VA Office of Inspector General's Office of Audits and Evaluations (OAE) performs audits and inspections to help ensure that veterans receive the medical care and benefits to which they are entitled. OAE staff perform audits, evaluations, and inspections of VA programs, functions, and facilities to ensure the integrity of its programs and operations. OAE comprises four cohorts performing these reviews in health care; benefits; financial management and information technology; and acquisitions, contracting and construction. The reviews encompass program results, economy and efficiency, finance, fraud detection, and compliance. We report on current performance and accountability to foster good program management ensuring effective government operations. In addition, staff perform Congressionally mandated annual reviews of areas such as purchase cards and improper payments, and may also examine issues or allegations referred by VA employees, members of Congress, or other stakeholders.

The Acquisition, Contracting, and Construction Cohort is dedicated to the review of VA's contracts from implementation through contract closeout, and has divisions dedicated to contract integrity, healthcare contracts, Federal Supply Schedule contracts, and leases and major contracts. This cohort also audits areas involving maintenance and construction. These audits and reviews result in recommendations that improve the efficiency, effectiveness, and integrity of VA programs and services.

As a/an Auditor (Performance), you will:

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Independently conduct a wide range of reviews and performance audits involving VA contractors, usually as the sole performance auditor and sometimes as a senior member or lead performance auditor of a project team. Assigned projects include: pre-award reviews of Federal Supply Schedule (FSS) and direct delivery proposals; post-award reviews of VA contracts to determine if pricing is appropriate; claims audits, including equitable adjustment and termination claims; drug pricing reviews; reviews of cost-reimbursable contracts and grants to determine allowability of incurred costs; and other reviews of contract-related issues, including those pertaining to major and minor construction projects.
  • Gather, analyze, and report on various information and data acquired from VA contractors and contracting activities. As a lead performance auditor, supervises the gathering, analyzing, and reporting of the data. Work efforts lead to well-supported, sound findings, conclusions, and recommendations that produce contract pricing adjustments, correction of deficiencies in the contracting process, and other actions that promote improvements in VA contracts and cost recoveries for the Government.
  • Perform duties and functions that are complex and require application of a variety of audit techniques, methodologies, and knowledge. Make decisions and take other actions that are relied upon by contracting officers making multi-million-dollar contract awards. Work is performed in accordance with the Government Auditing Standards and the OIG's Quality Standards.
  • Independently develop project work plans that include scope, methodologies, schedules, work assignments, itineraries, and work-steps. Methodology and practices include use of statistical sampling and computer-assisted techniques. As a lead performance auditor, review work plans prepared by other staff.

Duty Location: This is not a 100 percent telework position, nor is it a remote location position. While we are currently allowing maximum flexibilities for telework during the COVID Pandemic, under non-pandemic circumstances employees are required to report to their duty location, at a minimum, twice per biweekly pay period in accordance with the VA OIG's telework policy. Supervisors may require you to report to your duty station more than twice a pay period. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience:
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
  • Planning and conducting audits/reviews of contractor assertions for proposed or incurred construction costs (examples would include: direct labor rates; indirect expense rates; unabsorbed overhead; extended general conditions; labor inefficiency; labor/material escalation; and termination costs, that demonstrate a thorough knowledge of auditing standards and contract auditing) ; AND
  • Communicating issues, justifying conclusions reached and recommending courses of actions in an audit environment; AND
  • Researching and interpreting procurement related laws, regulations, guidelines, and procedures; AND
  • Providing technical briefings to high-level management.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:
  • Planning and conducting audits/reviews of contractor assertions for proposed or incurred construction costs (examples would include: direct labor rates; indirect expense rates; unabsorbed overhead; extended general conditions; labor inefficiency; labor/material escalation; and termination costs, that demonstrate a thorough knowledge of auditing standards and contract auditing) ; AND
  • Communicating issues, justifying conclusions reached and recommending courses of actions in an audit environment; AND
  • Researching and interpreting procurement related laws, regulations, guidelines, and procedures.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR
Combination of education and experience: At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
