The VA Office of Inspector General's Office of Audits and Evaluations (OAE) performs audits and inspections to help ensure that veterans receive the medical care and benefits to which they are entitled. OAE staff perform audits, evaluations, and inspections of VA programs, functions, and facilities to ensure the integrity of its programs and operations. OAE comprises four cohorts performing these reviews in health care; benefits; financial management and information technology; and acquisitions, contracting and construction. The reviews encompass program results, economy and efficiency, finance, fraud detection, and compliance. We report on current performance and accountability to foster good program management ensuring effective government operations. In addition, staff perform Congressionally mandated annual reviews of areas such as purchase cards and improper payments, and may also examine issues or allegations referred by VA employees, members of Congress, or other stakeholders.

The Acquisition, Contracting, and Construction Cohort is dedicated to the review of VA's contracts from implementation through contract closeout, and has divisions dedicated to contract integrity, healthcare contracts, Federal Supply Schedule contracts, and leases and major contracts. This cohort also audits areas involving maintenance and construction. These audits and reviews result in recommendations that improve the efficiency, effectiveness, and integrity of VA programs and services.

** Duty Location: This is not a 100 percent telework position, nor is it a remote location position. While we are currently allowing maximum flexibilities for telework during the COVID Pandemic, under non-pandemic circumstances employees are required to report to their duty location, at a minimum, twice per biweekly pay period in accordance with the VA OIG's telework policy. Supervisors may require you to report to your duty station more than twice a pay period. As a Procurement Analyst, you will:

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Plan, analyze, and evaluate contracts for compliance, and review proposed and completed contractual actions for conformance with regulatory requirements and accepted procurement practices for drugs and other pharmaceutical products, medical supplies, medical equipment, and other health care items.
- Initiate actions to ensure that contract evaluations, reviews, and audits are conducted efficiently, and that cost recoveries for improper payments produce required results.
- Independently conduct comprehensive surveys of programs and activities to determine the nature of review areas and the extent of controls designed to achieve established objectives and to prevent or deter fraud, waste, and mismanagement.
- Conduct contract reviews to determine if contractors submitted accurate, complete, and current invoices to VA as required by the terms of the contracts and applicable laws and regulations.

Conditions of Employment:

Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:

- Purchasing or administering commercial items and services in accordance with Procurement regulations and processes; AND
- Planning, organizing, and implementing cradle to grave contracts related to the procurement of supplies & services.

Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:

- Administering simplified acquisitions and contracts; AND
- Purchasing or administering commercial items and services in accordance with Procurement regulations and processes.


Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

Basic education requirement for the GS-13 is as follows:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Basic Requirements for GS-12:

A. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.
The following table shows the amounts of education and/or experience required to qualify for positions GS-7 thorough GS-12 covered by this standard.
A. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
