Duties

Help

This position serves as a maritime subject matter expert for all "Deck" related maritime operations, training and qualifications. As the subject matter expert the incumbent will review mariner training courses and requests for certification as Designated Examiners and Qualified Assessors for compliance with regulatory standards and policy.  The incumbent also conducts analytical studies to ensure that the Coast Guard maintains a valid system of approval standards.

Being a Coast Guard civilian makes you a value member of the Coast Guard team. Typical work assignments includes:      

  • Evaluating the maritime technical subject matter of courses and programs curricula.
  • Evaluating the maritime technical competence and proficiency of individuals applying to be certified as a Designated Examiner (DE) of Towing Vessels. Certified DE's are authorized to certify the professional competence of other mariners in the towing industry.
  • Evaluating the maritime technical competence and proficiency of individuals applying to be certified as Qualified Assessors of STCW competencies.
  • Providing recommendations for improving the course approval process based on knowledge and implementation of the guiding regulation and policy documents.
  • Preparing authoritative and explicit responses to Congressional, governmental agency, and public inquiries concerning training qualifications of merchant vessel personnel.

Qualifications

To qualify at the GS-12 grade level:  Applicants must have one year specialized experience equivalent to the GS-11 level in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes: 

Examples of specialized experience include the following: 

1)Performing duties as a Second Mate (AGT) or Chief Mate 500(GT) or higher credentialed officer on commercial vessels is required to demonstrate the knowledge skill and ability to fill this position.

2)Specializing terminology used in the Mariner Credentialing Program (MCP).

3)Knowledge of military ratings and their duties on board ships and ability to relate duties to those performed on merchant ships in order to ensure a fair and equitable application of qualification standards.

Applicant must hold or have held a U.S. Merchant Mariner credential in the grade of 2nd Mate, Any Gross Tons (AGT) or Chief Mate, 500 Gross Tons (GT) or higher.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement. "Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

  1. Knowledge of shipboard experience as a Second Mate or higher upper level credentialed officer on commercial vessels of unlimited tonnage or its equivalent is required to demonstrate the knowledge skill and ability to fill this position..
  2. Knowledge of the organization of the Coast Guard and the ability to provide information and guidance to other Coast Guard units, the general public and the maritime industry on matters related to the Coast Guard's MLD Program.
  3. Skill and ability to analyze and interpret guidance documents and provide guidance in their application to NMC personnel and the maritime industry.
  4. Ability to prepare correspondence and technical material in a professional manner.
  5. Knowledge of Coast Guard's Commercial Vessel Safety and Credentialing programs and detailed knowledge of the maritime environment.
