Summary

This position is located in the Federal Railroad Administration (FRA) Office of Railroad Policy and Development (RPD), Office of Policy and Planning, Rail Planning Division. This division is responsible for both FRA’s technical oversight of and participation in the development and implementation of Federally-funded passenger and freight railroad capital investment projects, and for its oversight of and participation in railroad transportation systems planning efforts.

Duties

Help

As a Community Planner, you will:

  • Be a member of an interdisciplinary team overseeing a diverse portfolio of railroad capital investment projects, with your primary responsibility lying in the technical oversight of and participation in project-level transportation planning efforts.
  • Working in concert with FRA environmental protection specialists, oversee and participate in the process of developing and analyzing alternatives for implementing railroad capital investment projects
  • Review and accept transportation planning deliverables developed under Federally-funded project development and project implementation grant agreements
  • Provide technical assistance to project sponsors on an array of transportation planning topics.
  • Participate in and oversee railroad transportation systems planning efforts, including Regional Rail Plans and State Rail Plans, through which potential railroad capital investment projects are identified.

The ideal candidate for this position is a mid-level interdisciplinary transportation planning professional with significant knowledge of and interest in rail transportation, who can function independently and demonstrate leadership in team environments. You should also have strong analytical and communication skills, dedication to upholding the highest standards of technical integrity, and a passion for improving rail transportation in the United States.

PLEASE NOTE: This announcement establishes an open continuous (6 months) vacancy announcement.  The first referral of eligible applicants will be 2 weeks from the opening date.  Given our continuing need for top professionals in this field, it is anticipated that applications will be reviewed approximately every 8 to 10 weeks throughout the open period. CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience with other employees and managers to oversee and/or participate in elements of project-level railroad transportation planning efforts
  • Experience with assisting in system-level transportation planning efforts.
  • Experience fostering working relationships with contacts and staff members at all levels within/outside the organization.


To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience with overseeing and/or participating in all facets of comprehensive railroad transportation planning efforts .
  • Experience with providing guidance on transportation planning issues.
  • Experience with program and project management techniques to develop, deliver, and monitor projects and initiatives

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience developing methodologies across a variety of railroad transportation planning disciplines.
  • Experience with integrating project-level transportation planning with related project development and project implementation disciplines, including engineering design, environmental review, and project management.

You cannot qualify on education at the GS-13 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Interdisciplinary Transportation Planning: Knowledge and expertise regarding the full range of transportation planning disciplines and methodologies relevant to the identification, development, and implementation of railroad capital investment projects, including alternatives analysis, market analysis and demand forecasting, operations planning and analysis, fleet planning, station and station area planning, operations and maintenance cost estimation, project financial planning, and benefit-cost analysis,
  2. Railroad Transportation: Knowledge and familiarity with the railroad transportation industry, including the institutional challenges that often confront the development and implementation of publicly-funded railroad capital improvement projects.
  3. Customer Service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement and maintaining the highest levels of technical integrity.
  4. Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the
    audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately

Education

Degree: Community Planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR

Combination of education and experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
