As an Education Program Specialist, GS-1720-14, you will be responsible for the following:

  • Serves as a nationally recognized authority for the assigned broad program. Provides professional leadership and guidance to department and state officials in planning, developing, and carrying out the assigned program.
  • Provides consultant services to top-level officials of ED, state and local agencies, institutions and organizations. Provides authoritative technical assistance in · developing, planning, and evaluating programs.
  • Analyzes developments and keeps abreast of trends related to the program to which assigned. Incorporates and adapts such developments into program plans and initiatives that offer promising solutions to long-standing or controversial program issues and problems.
  • Leads OSEP's participation in agency and government-wide assessments and surveys; develops materials and documents for OSEP management, researches and develops briefings and quick turnaround analyses; responds to agency data calls; represents the OSEP Director and the Deputy Director at meetings, as needed.

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialized experience.

Specialized Experience for the GS-14:  One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing at least two (2) out of three (3) of the following duties or work assignments:

  1. Experience presenting at local, state, national and/or regional conferences on the implementation of the Individuals with Disabilities Education Act (IDEA) related to infants, toddlers, children and/or youth with disabilities and their families. 
  2. Experience providing professional development for special educators, faculty or administrators focused on services for, or policies related to children and youth with disabilities.     
  3. Experience administering or supporting special education programs at the state, local or Federal agency or as a faculty member at an institution of higher education.   


Knowledge, Skills, and Abilities (KSAs):  The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of the Individuals with Disabilities Education Act (IDEA). 

2. Knowledge of education theories, principles and practices and the roles of the federal, state, and local governments sufficient to plan, evaluate, and advise on funded educational programs, their requirements and issues.

3. Knowledge in assessing innovative approaches to long-standing problems from the standpoint of educational soundness, likelihood of success, feasibility, and consistency with program objectives.

4. Skill in conducting in-depth analyses involving complex variables and extend and apply new developments and approaches to broad program problems.

Education

Basic Requirements

A. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

or

B. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

or

C. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or

D. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Foreign Education:

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Telework: During the current period of mandatory telework required by the Agency’s COVID-19 response, telework will be mandatory.  When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations.  Telework days and any required waiting period for eligibility will be determined at that time.

Bargaining Unit: This position is included in the bargaining unit.

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

          1. Eligibility and Minimum Qualifications

Once the vacancy announcement closes, we will review your resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements. 

          2. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. You will be evaluated based on how well you meet the qualifications and competencies listed in this vacancy announcement. Your qualifications will be evaluated based on your application materials, the responses on the application questionnaire, and the result of the Monster Competency Based Assessment(s) required for this position. You will be assessed on the following competencies. 

Non-Supervisory: Oral Communications, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management 

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the KSAs which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.

If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration. 

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.
