OIG's Office of Investigations (OI) investigates crimes and other violations of law committed against Department of Veterans Affairs (VA) programs and operations by employees and non-employees. These criminal and civil investigations involve a wide range of subject areas, including health care, procurement, education benefits and construction fraud; cyber-crime; bribery, embezzlement and conflicts of interest; narcotics offenses; and violent crimes. OI is composed of seven regional field offices and seven headquarters divisions.

The following are the duties of this position at the GS-13 full performance-level. However, you will be selected at a lower grade level (GS-7). You will be provided the opportunity to learn to perform these duties and will receive training to help you grow in this position.
- Develop and document procedures, policy, forms or other instruments needed to carry out the Personnel Security Program. Conducts the necessary research to support new or changing policy.
- Interpret security policies and develops comprehensive guidance and directives to supplement and extend basic national, intelligence community and VAOIG policies to suit the security programs, as well as unique operational settings.
- Manage all aspects of policy development, oversight and program assessment, making recommendations concerning major VAOIG Personnel Security Program security projects, and incorporating national level regulations and policy guidance in standards, guidelines, and policies.
- Monitor the need for security clearances and takes action to deny, limit or cancel security clearances.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Meet the qualification standards for the position to which the Recent Graduate may be converted. To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution.*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

Specialized experience for the GS-07: The applicant must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
- Applying personnel security rules, regulations, policies, and standard procedures in order to gather facts, draw conclusions or recommend solutions to problems AND;
- Conveying technical information to customers.
OR
You may substitute education for specialized experience as follows: 1 full year of graduate level education (18 Semester hours, 27 Quarter hours or equivalent)
OR
You may have a bachelors degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.
  • Completion of at least 40 hours of interactive training.
