This position is a mission critical occupation and is responsible forthe analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As the Division Director for the Division of Capital Planning, Architecture and Project Management (DCPAPM), you are responsible for the organization, management, and administrative functions necessary to carry out the responsibilities of DCPAPM.

Your major duties and responsibilities include:

  • Supervising and managing the programs and staff members composed of information technology employees to provide state of the art technology consultation, communication, and expertise in the areas of Capital Planning and Investment Control (CPIC), Section 508 Compliance, Records Management, and Project Management of the IT programs.
  • Identifying, directing and coordinating the plans, goals, and objectives of DCPAPM and supporting Branches.
  • Developing, implementing, and monitoring activities associated with CPIC policies and procedures as they relate to HRSA in tandem with HHS policies.
  • Providing full life-cycle IT project management guidance, methods, systems, and tools to promote consistent and successful project outcomes.
  • Evaluating cybersecurity controls proposed for potential IT investments to ensure that they are and continue to be implemented correctly, operating as intended, and producing the desired outcome.
  • Leading the transformation of agency records management processes to address the challenges posed by electronic records.

QUALIFICATION REQUIREMENTS:

To qualify for this position you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

  3. In addition to meeting the four IT related competencies listed above, in order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

AND

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-15: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
  • Developing and reviewing IT governance, processes and procedures to review IT investments in accordance with Capital Planning and Investment Control (CPIC) and related federal guidelines.
AND
  • Managing enterprise level IT infrastructure and custom software application projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

INFORMATION TECHNOLOGY POLICY AND PLANNING - Develops a framework for acquiring and managing information technology systems based on the organization's business requirements.

ENTERPRISE RECORDS MANAGEMENT -- Maintains a comprehensive IT framework to manage and align IT strategies overseeing an organization's paper and electronic documents so they can be easily retrieved in the event of a formal or informal request.

PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

LEADERSHIP - Inspires, motivates & guides others toward goal accomplishment; coaches & mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, & respect for individuals by applying these values to daily behaviors.
