Summary
The Supervisory IT Specialist (Chief Architecture and Design Section) position is located in the Chief Information Officer Organization (CIOO), Division of Information Technology (DIT), Enterprise Strategy Branch (ESB) of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $243,500.
Applicants with status (i.e., current permanent Federal employees in the competitive service and former Federal employees with reinstatement eligibility); those eligible for appointment under special hiring authorities; and veterans eligible for VEOA appointment.
The Chief of the Architecture and Design Section has responsibility and authority for leading and managing all aspects of the FDIC's Enterprise Architecture (EA) practice.
Specific tasks and functions pertaining to the job include, but are not limited to:
Designs, implements, and manages an agency-wide EA practice to facilitate the implementation of business goals and priorities and achieve strategic outcomes.
Develops working relationships with enterprise stakeholders to understand current and emerging business needs, strategies, and desired outcomes, and determines how EA can most effectively support those needs, strategies, and outcomes.
Develops and maintains a portfolio of EA services, including EA advisory/consulting services, that are offered to business and IT stakeholders.
Establishes EA governance frameworks, policies, goals, objectives, processes, guidance, and performance measures to ensure the effective implementation of the EA practice.
Establishes EA standards, principles, models, and tools based on industry practices, Federal frameworks, requirements, guidance, and business needs.
Assists with technology portfolio management efforts, including the introduction of new technologies and the retirement of legacy systems and technologies.
Conducts business architecture analyses to understand the needs of stakeholders and support IT strategy development and implementation. Leads interactions with business leaders, product managers, and product owners in business-driven conversations of risks and implications of IT investment decisions in support of the enterprise.
Oversees the establishment and maintenance of current and future state business, information, solutions, technology, and security architectures, as well as roadmaps and sequencing plans for transitioning from the "as-is" to the "to-be" architectures.
Identifies, researches, and evaluates technology-enabled innovation opportunities that can further business strategies and recommends the adoption of such opportunities as warranted. Collaborates with teams to ensure consistent implementation of IT solutions to achieve the target state architecture.
Oversees and provides overall direction and day-to-day supervision of a team of enterprise architects, business analysts, and contractor personnel.
Provides assistance and advice on technical issues, including solution architectures used by application development project teams, security professionals, infrastructure staff, and client community personnel.
Evaluates and provides feedback and counseling to employees regarding work performance and conduct. Approves/disapproves requests for leave, telework, travel, training, etc. Identifies training and developmental needs for staff and provides regular recognition for staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate.

Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In order to qualify, applicants must have one year of specialized experience in a government agency (equivalent in the federal government to CG/GS-14 or above) or private industry. Specialized experience is defined as experience developing, implementing, and managing an Enterprise Architecture program, serving as the technical authority, and providing in-depth analysis and direction to align current and future IT strategy, plans, and systems with the organization’s mission, goals, and business needs.
