Duties

Help

As a Supervisor (Chief Information Security Officer), AD-2210-00 you will perform the following:

  • Serves as a key contributor to the FSA’s IT Security and Risk Management mission. The incumbent is the principal advisor and expert on operational cybersecurity matters
  • Security Management - Serves as the liaison and overseer of all FISMA, Financial, Office of the Inspector General, Department of Homeland Security, and other security audits.
  • Provides supervision and management to the work of the Cybersecurity Group, which includes subordinate managers and staff. Performs duties, including setting priorities, for the work of the organization. Takes disciplinary and adverse actions as necessary. Allocates, controls and ensures efficient use of resources.
  • Threat Management - Supports the FSA Security Operations Center (SOC) to ensure capabilities with new automated tools supporting network packet capture and network forensic capabilities, case management and Security Information and Event Management (SIEM) resulting in increased surveillance capabilities, improved threat detection and expedited incident risk analysis.
  • Vulnerability Management - Provide policy guidance and oversight to FSA's ISSOs, ensuring that the applications and systems they support are in full compliance with all federal guidelines (system access based on FISMA, Plan of Actions and Milestones met on time, Authority to Operate current, ISSO Handbook followed, audit items properly addressed, vulnerabilities identified and properly mitigated).

Qualifications

You may meet the minimum qualifications for this position if you possess:

You must have at least one year of experience equivalent to the GS-15 level performing at least two (2) of the following three (3) duties or work assignments:

1) Administering an enterprise wide information security program

2) Providing high level technical expertise in establishing information security program requirements

3) Providing high level expertise in implementing security program requirements. 

Please note: Certified Information Systems Security Professional (CISSP) certification is highly desirable

1.  Ability to carry out the FSA Chief Information Security Officer responsibilities under FISMA for providing the management and oversight of the agency’s information technology security program.

2. Skill in advisory representational, negotiating and commitment-making responsibilities.

3. Ability to lead, coach and mentor a staff of information technology specialists to achieve high unit performance.

4. Skill in ensuring efficient use of resources, assessing and enhancing program and operational policy efficiency and effectiveness.

5. Knowledge of emerging technology on cybersecurity threat management to increase surveillance and threat detection sufficient to serve as FSA’s expert

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
