The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. A person is considered to be in the civil service only if occupying a civil service position at the time of application.
Serves as the Deputy Director for Planning and Business Management (DDP&BM) and reports to the Director of Flight Projects (FPD). The DDP&BM is the principal operating official for the Directorate in the planning and development of management, administrative processes and implementation strategies. The incumbent is responsible for the strategic initiatives and organizational processes that must be planned and deployed throughout the Directorate in order to successfully support its mission and the Center Strategic Implementation Plan. Additionally, the incumbent is responsible for all Directorate matters related to project planning and control implementation, resource management, organizational staffing, workforce development, diversity and equal opportunity, human resources processes, core capabilities and physical assets.
Specifically the incumbent is responsible for:
- Developing and executing Directorate policies, plans and procedures.
- Providing technical and programmatic leadership to flight projects. This includes implementing project planning and control (PPandC) for assessing performance metrics and the development and execution of technical and programmatic solutions, plans, and procedures for flight projects.
- Assessing adequacy of core capabilities and skills, developing and executing implementation strategies for ensuring skills and capabilities are developed and retained in all areas of core competency for future work.
- Developing and managing an integrated program of resources including budget, manpower, and physical assets.
- Evaluating and modifying human resources systems and workforce development tools to ensure full utilization of a diverse and fully productive workforce. Streamlining administrative processes utilized by managers.
- Leading the formulation of Directorate Strategic Business Plans and processes. Facilitating and executing action plans and commitments.
- Developing, implementing, and maintaining Directorate responsibilities to assure timeliness of performance, cost efficiency, and continued attention toward improvements in efficiency and productivity. This includes coordinating efforts among organizational components, establishing policy as it affects and controls lower level activities, and correlating requirements with resources to assure proper balance of technical competence for both current and projected workloads.
- Establishing and maintaining effective working relationships with other NASA centers, NASA Headquarters, the scientific community and other partner organizations through detailed project coordination and cooperation to identify areas of common interest and to monitor progress in the achievement of programmatic goals and objectives.
- Coordinating with the Chief Information Officer on oversight of IT Security and compliance with IT requirements within the FPD.
