Duties

The Assistant Inspector General for Investigations (AIG-I) provides executive oversight for the Office of Investigations (INV). INV has broad jurisdiction over criminal, civil, and administrative investigations of alleged violations of Federal laws, rules, and regulations relating to programs and operations of the Department, USAGM, and the IBWC, such as procurement fraud, grant fraud, false claims, defective pricing, bid rigging, public corruption, conflict of interest, trafficking in persons, and employee misconduct matters referred to INV in accordance with the OIG Discipline Policy. Employee misconduct could include misuse or theft of Department property or services; payment or solicitation of bribes, gratuities or kickbacks; and violations of the Standards of Ethical Conduct for Employees of the Executive Branch, the Code of Federal Regulations, or other rules/standards governing employee conduct. Inspector General Act of 1978, as amended, 5 U.S.C. App., Sections 4(a)(1) and 6(a)(2). In addition to its Arlington, VA, headquarters, INV maintains field offices in Charleston, SC, and Frankfurt, Germany.

The incumbent reports directly to the Deputy Inspector General and is the principal advisor to the DIG and the Inspector General (IG) on all criminal investigative functions of the OIG both domestically and overseas.

This position is a secondary law enforcement position. The incumbent is required to have prior law enforcement experience in supervising and conducting criminal investigations.

This position requires the incumbent to carry a firearm while performing duties and maintain firearm proficiency and successfully pass periodic firearm qualifications.  Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition.  Title 18 U.S.C. Section 922(g)(9).

MEDICAL REQUIREMENTS: 

The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others may be disqualifying.

An applicant who is currently employed as an 1811 without a break in service, has completed an agency medical exam within the last 12 months, and can provide medical documentation qualifying for duty without medical restriction, may be exempted from the pre-employment medical exam.

Persons selected for initial appointment to the career Senior Executive Service must have their Executive Core Qualifications certified by an Office of Personnel Management Qualifications Review Board prior to appointment and will be required to serve a one year probationary period.  The Civil Service includes all appointive position in the executive judicial, and legislative branches of the U.S. government except positions in the uniformed services.  Veterans Preference does not apply to the Senior Executive Service (SES).

The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.

  • Demonstrated experience in reviewing current and proposed legislation, regulations, trends, and initiatives to provide advice on impact on OIG investigative and administrative programs.
  • Experience in establishing and maintaining working relationships with senior Agency management and staff, U.S. Department of Justice, United States Attorney’s Offices, the Federal Bureau of Investigations, and other law enforcement personnel.
  • Expert and broad knowledge of criminal, civil and administrative investigations, including qui tam investigations and whistleblower investigations; expert and comprehensive knowledge of and experience working with the Inspector General Act of 1978, as amended; comprehensive knowledge of Federal criminal laws; demonstrated experience in law enforcement practices and procedures; Federal Rules of Criminal Procedure and evidence; and criminal investigation practices, techniques and strategies including knowledge of specialized techniques and equipment.
  • Expert supervisory and managerial knowledge, skills and abilities to effectively direct the development and administration of an investigative program for a large and complex organization. Demonstrated ability to identify constructive solutions to legal and factual problems associated with complex investigations.

Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications.
