The VA Office of Inspector General's Office of Audits and Evaluations (OAE) performs audits and inspections to help ensure that veterans receive the medical care and benefits to which they are entitled. OAE staff perform audits, evaluations, and inspections of VA programs, functions, and facilities to ensure the integrity of its programs and operations. OAE comprises four cohorts performing these reviews in health care; benefits; financial management and information technology; and acquisitions, contracting and construction. The reviews encompass program results, economy and efficiency, finance, fraud detection, and compliance. We report on current performance and accountability to foster good program management ensuring effective government operations. In addition, staff perform Congressionally mandated annual reviews of areas such as purchase cards and improper payments, and may also examine issues or allegations referred by VA employees, members of Congress, or other stakeholders.

The OAE Information Technology (IT) and Financial Management Cohort audits and inspects VA's information technology programs and closely scrutinizes VA's financial management and fiscal administration from congressional appropriation through program expenditure. IT inspections enhance results produced from the annual FISMA and FISCAM audits through additional review of system security controls in areas not covered by other audits. Financial inspections assess the oversight and stewardship of funds in identified areas that draw on considerable VA financial resources. These inspections result in recommendations to promote the responsible use of VA's appropriated funds.

The Auditor (Financial), located in the Office of Audits and Evaluations, Consolidated Financial Statement (CFS) Financial Division (COHORT C), assists in overseeing VA's financial statement audit conducted by a contractor and performs other financial related audits and reviews or other contract oversight work.

As an Auditor (Financial), you will:

  • Assist in monitoring the progress and effectiveness of projects performed by contractors, including Consolidated Financial Statement (CFS) audits, and apprise the Division Director and/or OAE top management of the status and significant activities involving these projects.
  • Prepare and conduct audit surveys and program evaluations, which focus on specific audit objectives. Perform important segments of the audit or contract oversight; identify techniques or methods to use in gathering data and documentation.
  • Develop new lines of inquiry and potential audit areas; ensure that work papers are prepared in accordance with OIG audit procedures and Government Accountability Office (GAO) Yellow Book Standards.
  • Coordinate with a variety of officials in VA, other Federal agencies, and the private sector, including staff from GAO, Office of Management and Budget (OMB), and the Department of the Treasury, as part of ongoing interagency communications associated with CFS audits, and for matters involving other projects and issues.
  • Conduct the survey; assign segments of the audit to team members; provide technical guidance, interpretations, and instructions. Assess and discuss job.
Duty Location: This is not a 100 percent telework position, nor is it a remote location position. While we are currently allowing maximum flexibilities for telework during the COVID Pandemic, under non-pandemic circumstances employees are required to report to their duty location, at a minimum, twice per biweekly pay period in accordance with the VA OIG's telework policy. Supervisors may require you to report to your duty station more than twice a pay period. Conditions of Employment:

Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service.
Specialized experience for this position includes:
  • Leading in the planning and conducting of audits demonstrating knowledge of audit standards; AND
  • Communicating project results and/or issues where there is disagreement, justifying conclusions reached, and recommending courses of actions in a performance audit environment; AND
  • Performing formal and informal briefings and presentations of a technical nature to high-level management defending a position, or to gain support from the audience concerning performance audits.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

You must meet basic educational and/or work experience requirements for professional auditing positions in the federal government. For this position these minimum requirements include:

A) A degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

B) A combination of education and experience:
At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
