The VA Office of Inspector General's Office of Audits and Evaluations (OAE) performs audits and inspections to help ensure that veterans receive the medical care and benefits to which they are entitled. OAE staff perform audits, evaluations, and inspections of VA programs, functions, and facilities to ensure the integrity of its programs and operations. OAE comprises four cohorts performing these reviews in health care; benefits; financial management and information technology; and acquisitions, contracting and construction. The reviews encompass program results, economy and efficiency, finance, fraud detection, and compliance. We report on current performance and accountability to foster good program management ensuring effective government operations. In addition, staff perform Congressionally mandated annual reviews of areas such as purchase cards and improper payments, and may also examine issues or allegations referred by VA employees, members of Congress, or other stakeholders
OAE also includes support divisions for ensuring audit quality, strategic planning, statistics, external reporting and hotlines, and administrative support. OAE cohort and support divisions are located throughout the nation, with our headquarters office in Washington, DC.
The OAE Information Technology (IT) and Financial Management Cohort audits and inspects VA's information technology programs and closely scrutinizes VA's financial management and fiscal administration from congressional appropriation through program expenditure. IT inspections enhance results produced from the annual FISMA and FISCAM audits through additional review of system security controls in areas not covered by other audits. Financial inspections assess the oversight and stewardship of funds in identified areas that draw on considerable VA financial resources. These inspections result in recommendations to promote the responsible use of VA's appropriated funds.

Specialized Experience: For the GS-13 level is one year of experience at the GS-12 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes:
-Demonstrating skill of computer search and retrieval procedures to identify, summarize and analyze statistical data to produce trend analysis and statistical reports in a variety of formats for use by management; AND
-Applying IT principles, concepts, standards and practices in order to serve as a technical expert and develop new concepts, principles, standards, or methods in program management for applicable computer system(s); AND
-Applying IT security concepts, standards and methods, including information systems security protocols and regulations.
