Reporting to the Executive Director, the GC provides legal advice on a wide range of applicable Federal laws including the agency's Enabling Legislation, appropriations law, administrative law, personnel rules, records management, contracting, and the Freedom of Information, No Fear, and Privacy Acts.

Major Duties and Responsibilities:

  • Provide legal advice on complex and high-level issues related to mediations and other types of conflict resolution efforts, both internal and external, including questions about confidentiality protections, reasonable accommodation, open meetings requirements, and underlying legal requirements as necessary.
  • Analyze factual issues and perform legal analyses based on research and experience with statutes and judicial and administrative opinions, policies, and practices in both the government and private sectors.
  • Review and examine contracts and agreements between the Udall Foundation and individuals, organizations, and institutions, both government and private, and provide appropriate legal advice. Work closely with the Contracting Officer and others to formulate and effectuate acquisitions, agreements, and the overall contracting program.
  • Render legal advice and services with respect to questions, regulations, practices, or other matters falling with the purview of a Federal agency, which may include conducting investigations to obtain evidentiary data and recommending a course of action to agency officials.
  • Ensure compliance with and provide legal advice regarding a variety of laws and regulations applicable to Federal agencies and employees such as financial disclosure, reasonable accommodation, the Fair Labor Standards Act, and those promulgated by the Equal Employment Opportunity Commission, Office of Information and Regulatory Affairs, and General Services Administration in its capacity as the human resources provider for the agency.
  • Serve as the agency's Designated Agency Ethics Officer and develop procedures, provide expert advice, review both public and confidential financial disclosure statements, and deliver training regarding Federal ethics laws and regulations to agency employees and Trustees.
  • Provide legal advice to agency officials in connection with financial audits and related fiscal laws and advise agency officials on legal issues concerning the agency's budget, debt collection efforts, fee structures, and other fiscal policy issues.
  • Provide legal advice to agency officials in connection with the agency's authority to accept, hold, solicit, administer, and utilize donations, grants, and gifts.
  • Draft, review, prepare formal comments for, or otherwise make substantive recommendations regarding resolutions and findings of the Board of Trustees, proposed legislation and related testimony of agency officials, publication statutes enacted by Congress, opinions or decisions of a court, commission, or board, and other high-level policies, rules, and regulations affecting the agency.
  • Draft, review, or otherwise make substantive recommendations regarding agency policies, standard operating procedures, or other decisions for consideration and adoption by agency officials.
  • Represent the Udall Foundation in meetings and communications with Administration and Congressional staff, attorneys at other Federal agencies, and similar high-ranking officials, and confer with legal communities such as the Small Agency Council and bar organizations on important legal and policy questions on behalf of the agency.
Perform other duties as assigned.

Occasional (less than 25%) amount of travel may be required.

The GC position is equivalent to a GS-15 General Schedule position with a salary range beginning at $132,951 depending on experience and education.

The position is located at the agency's Tucson, Arizona headquarters. Alternate duty stations are not permitted.

Relocation expenses are authorized subject to available funding.

The Udall Foundation is authorized by Congress to:

  • Award Scholarships, Fellowships, and Internships for study in fields related to the environment and to Native Americans and Alaska Natives in fields related to health care and Tribal public policy.
  • Connect youth to the Nation's public lands and natural resources to foster greater understanding, appreciation, stewardship, and enjoyment of those lands and resources through photography, positive outdoor experiences, and environmental education through the Stewart L. Udall Parks in Focus® Program (Parks in Focus®).
  • Provide funding to the Udall Center for Studies in Public Policy (Udall Center) to conduct policy research and outreach on the environment and related themes.
  • Provide funding to the Udall Center's Native Nations Institute for Leadership, Management, and Policy (NNI) for research, education, and outreach on Native American and Alaska Native health care issues and Tribal public policy issues.
  • Provide funding through the Udall Center to The University of Arizona Libraries, Special Collections to serve as the repository for the papers of Morris K. Udall and Stewart L. Udall (Udall Archives) and other such public papers as may be appropriate and assure such papers' availability to the public.
  • Provide impartial collaboration, consensus-building, training, and conflict resolution services on a wide range of environmental, natural and cultural resources, Tribal, and public lands issues, conflicts, and disputes involving the Federal Government through the John S. McCain III National Center for Environmental Conflict Resolution (National Center).

Qualifications

  • Skill in analyzing, discussing, and providing oral and written counsel on complex legal arguments, in a representative capacity and a manner that aids the recipient in understanding the issues, options, and recommended courses of action.
  • Superior character, good judgment, interpersonal skills, and an ability to work in a supportive and professional manner with agency employees, Trustees, and outside partners and stakeholders.
  • Superior oral and written communications skills, including the ability to communicate and listen effectively and engage with an inspire others.
  • Leadership skills as characterized by the ability to develop a common vision with other Udall Foundation officials and employees, and a facilitative management style that emphasizes teamwork, collegiality, flexibility, and inclusivity.
  • Ability to work independently, including to conduct research on a wide range of legal issues.
Technical Qualifications
  • Juris Doctor from an accredited law school.
  • Active membership and good standing with a state bar association.
  • At least eight (8) years of relevant experience in legal services for a Federal agency.
  • Demonstrated ability to provide legal advice on a wide range of Federal laws, regulations, rules, statutes, and related authorities appropriate to the operation of a Federal agency.
  • Demonstrated experience formulating, reviewing, and examining Federal contracts.

Education

Juris Doctor from an accredited law school.
