Duties

Help

The incumbent provides technical and program support to the division. The incumbent works collaboratively with managers and supervisors division wide to coordinate activities for specific program areas by working with Subject Matter Experts to lead or support major contracts to acquire technical systems, leading and/or managing programs and/or projects,, prepare reports, analytical studies, and memoranda on activities, issues, and problems. In performing the duties of this position, the incumbent exercises care to ensure that personnel, fiscal, and procurement policies and practices are observed and that responsibilities are performed in accordance with Library and Federal regulations.

Performs project management duties such as scheduling, developing requirements, monitoring, and leading and working on project teams. Serves as an expert for major projects of a complex nature that may have long-term implications. Oversees project and management functions, particularly as they relate to the preservation mission of National Audio-Visual Conservation Center (NAVCC).

Develops innovative strategies to schedule, manage and maintain tracking systems, and develop budget estimates. Analyzes the financial aspects of management projects (i.e., impact on budgets, expenses), and considers, not only the financial implications of acquisitions management and acquisitions from a market/financial/external standpoint, but manages facilities-related aspects of a project in accordance with Library policy, and any relevant pricing policies.

Evaluates individual projects and quality control and proposes methodologies and sound practices for improving project management and end product quality. Develops support services programs, plans, procedures, and methods relevant to several major program areas of the division. Analyzes and evaluates the economic impact, feasibility, practicality, and effectiveness of existing and proposed standards, programs, and policies that impact the preservation mission utilized by NAVCC.

Works on cross-functional project teams to ensure organizational objectives are achieved. Reviews measurement results to determine if strategic plans are achieved. Performs risk analysis and develops mitigation and contingency planning activities.

Exercises a broad degree of independence and applies authoritative judgment in developing and maintaining relationships with various stakeholders in the government, private industry, and universities. Informs stakeholders of changes in programs and operations, conducting briefings on major changes.

Acts as an expert on special projects, advising top management on major office issues. Leads, conducts or participates in complex studies and reviews and technical infrastructure construction and integration concerns, with wide or significant effect upon division's organizational structure, policy, processes, operations, fiscal control and economy and those where the boundaries of the studies may be broad.

Performs various other duties as assigned.

Although the Library of Congress is not covered by the nationwide injunction against the federal government vaccine requirement, the Library of Congress has decided it will not enforce its vaccine requirement at this time. Therefore, to the extent a Library of Congress job announcement includes the requirement that applicants must be fully vaccinated against COVID-19, that requirement does not currently apply. Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
