Summary

This position is located in the Facility Management Service of the James J Peters VA Medical Center, Bronx, New York. Performs a variety of tasks involved in the construction, operation, maintenance and repair of buildings, building envelopes, building appurtenances, grounds and related structures, and fixtures. The duties are performed within multiple trades, carpenter, roofer, mason, electrician, heating and ventilation equipment mechanic, plumber, pipefitter and other related duties.

Help

Travel may be required between campuses as well as the CBOCs and incumbent may be assigned or reassigned to either James J Peters Veterans Affairs Medical Center campus as the needs of the medical center warrant.

Performs routine electrical work (500 volts and under). Uses electrical techniques to install, maintain, troubleshoot, repair, modify and test electrical wiring systems, controls, circuits, switches, distribution panels and outlet boxes by replacing, installing, splicing, tightening, insulating and inspecting electrical items such as switches, outlets, covers, incandescent and fluorescent light fixtures and bulbs, fluorescent ballast and starters, and electrical buzzer and bell circuits. Diagnoses system or equipment malfunctions and repairs as necessary. Inspects, and oils electric motors and other electrical equipment; checks for conditions of wiring, insulation and connections. Tests and loads new and existing electrical lines, circuits, systems, and associated fixtures, controls and equipment. Supplies voltage to industrial multiphase systems, thermocouple sensors, lighting systems, high intensify lighting systems, including installing and wiring transformers will be needed. Measures, cuts, threads, bends, assembles, and installs conduit and inserts, splices, and connects wires to fixtures, outlets, switches, receptacles, and power sources. Employee performs plumbing repairs. Uses plumbing skills to install, maintain, troubleshoot, repair, replace, and modify new and existing pipes and sewer and water distribution systems such as hot and cold water, bottle gas, and fuel oil. Installs, maintains, repairs, taps, places, cuts, welds, and/or replaces steam lines, pipes, valves, radiators, heaters, reducing valves and stations, vacuum pumps, storage and condensate tanks, and steam traps. Modifies and repairs existing utility, supply, disposal systems, sewage, water, oil, gas equipment, distribution systems, water closets, tubs, fire sprinkler systems and showers. Plans and lays out the routing, placement, slope and proper operation of systems and equipment. Locates and taps main lines, sets up system routes, performs placing/cutting route openings, and places hangers for proper level and slope Seals joints and fixtures for pipes and drains. Determines tools required and estimates necessary materials to accomplish the job such as pipes, fittings, etc., in the sizes, types or lengths required. Locates, marks, and cuts openings in walls, ceilings, or floors. Performs or directs cuffing, bending, threading, assembling, and pipe-hanging. Repairs and replaces faucets, toilets, and other plumbing fixtures. Employee performs limited HVAC repairs, maintenance and preventive maintenance to include adjusting and replacing belts, changing filters, and cleaning units. Checks levels of heating fuel plus escorts fuel deliveries. Performs a range of carpentry and painting tasks. Determines specific items needed to repair structures; considering soundness, close tolerances, function, and appearance. Installs, repairs and modifies wood and wood substitute structures and items requiring close tolerance fit and structural soundness. Employee performs painting tasks by determining the method, techniques, devices, and materials best suited to the surface finish required, including special finishes, including marbling and graining. Prepares surfaces by using pumice, rottenstone, shaping, filing, leveling and uses pickling and alkali compounds for mixing and pre coating agents. Prepares and applies coating material by tinting, toning, matching, blending, and mixing various additives. Assures the coating finishes meet and match textures, decorative thickness, and shades of paint. Cuts, smooths, sets, and installs plate glass and Plexiglas. Employee performs routine welding functions on metal parts and equipment such as ventilators, heating and air conditioning systems, guttering, downspouts, flashing, louvers, conduits, and similar items. Performs roof repairs. Fabricates and installs building and street signage. Employee repairs brick, block, stucco, or other masonry and concrete surfaces and performs preventive maintenance and repairs on buildings, structures, and fences Closes out work orders after completion. Updates Environment of Care delinquency lists with timelines to complete and actions taken to remove delinquency. Provides assistance to the electrical, carpentry, plumbing, HVAC and aesthetics shops in order to quickly and effectively close out open work orders. The incumbent uses building plans, blueprints, wiring diagrams, engineering drawings, schematics, and repair manuals when conducting work.

Work Schedule: 8:00am- 4:00pm; 4:00pm - Midnight; Midnight - 8:00am to include WHEN hours (Weekends, Holidays, Evening and Nights)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/07/2022.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligible are then rated against the remainder of the Job Elements:

  • Carpentry/Woodworking

  • Plumbing and Pipefitting
  • Without more than normal supervision


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions:
Work requires considerable standing, stooping, kneeling, climbing, bending, and working in tiring and uncomfortable positions while using hand and power tools. Employee makes repairs in hard to reach places from ladders, scaffolding, and platforms and frequently handles, lifts, carries, and sets-up pans and equipment weighing up to 50 pounds and occasionally over 50 pounds.
