The Chief Technology Officer (CTO) is the agency's lead executive responsible for providing technical vision and guidance to the Social Security Administration's (SSA) Commissioner and Deputy Commissioner for Systems (DCS)/Chief Information Officer (CIO). In collaboration with agency leadership, the CTO provides executive leadership by introducing new technologies, strategies, and ideas for applications throughout SSA and its infrastructure.
The CTO stimulates the use of innovative and agile IT solutions by shaping strategic objectives during the program planning and resource acquisition and allocation processes. The incumbent participates in the systems planning process, producing supporting plans that fully align with the Agency Strategic Plan, and works with other agency strategic leaders and across government to challenge conventional approaches and develop new methods and systems for delivering value-added benefits. They advocate for innovative uses of technology to ensure the implementation of sound capital and investment planning and to facilitate management's access to needed resources. The incumbent encourages and recognizes the utilization of emerging technology to meet the requirements for computer-based and mobile access requirements of constituents, and the requirements of budgetary efficiency.
The incumbent may also interface with the Office of Management and Budget, the White House, General Services Administration, and other government-wide program sponsors to advance objectives of improving government-wide services and support.
SSA's CTO is also responsible for agency activity under the Information Technology Management Reform Act of 1996 (ITMRA) (Clinger-Cohen Act), which requires improvement in the management of Federal IT programs through IT capital planning and enterprise architecture processes that support budget and acquisition/program management processes and use performance and results-based management. The incumbent is also responsible for compliance with the Paperwork Reduction Act that requires Federal agencies to perform IT strategic planning and manage information collection and records/forms. In addition, they are responsible for demonstrating forward progress on behalf of the agency to improve the management and promotion of electronic government services and processes in support of the E-Government Act of 2002.

In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan).
Qualifications
As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive.
