Duties

This position is located in the EPA OIG, Office of Special Review and Evaluation.

The Office of Special Review and Evaluation focuses on oversight of programs, offices, and centers, evaluating whether and how they are effectively and efficiently meeting legal, regulatory, congressional, and public requirements and expectation as well as how the EPA implements, executes, and enforces new and existing requirements and on the extent to which stakeholders can rely on those requirements. The office conducts administrative investigations of allegations of misconduct by senior agency employees and complaints of whistleblower reprisal by agency employees, or employees of agency contractors, subcontractors, grantees, subgrantees or personal services contractors. The office also performs special reviews of significant events and emergent issues of concern that involve a suspected or alleged violation of law, regulation, or policy, or allegations of serious mismanagement.

Responsibilities

The ideal candidate will perform the following duties: 

  • Manage complex program evaluations of programs or policies in accordance quality standards. Oversee advanced methodologies to identify areas of improvement in economy, efficiency, effectiveness of EPA operations. Oversee the production of evaluation reports that meet quality standards and covey findings and recommendations in a clear and convincing manner.
  • Perform the full range of managerial and supervisory responsibilities, with authority over administrative, programmatic, and personnel matters for select staff in their assigned area.
  • Assist office leadership in strategic planning, work-force planning, and performance management.
  • Help build capacity for oversight of EPA's use of infrastructure funds.

This is a Public Trust Position. Employment in this position requires a background investigation. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually. 

You will be required to serve a 1-year probationary period, even if you are a transfer from another federal agency. 

Depending on your status, this position may require serving a 1-year supervisory probationary period.

After appointment, you will be subject to random testing for illegal drug use.

Qualifications

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Applicant must possess one (1) year of qualifying specialized experience equivalent to the next lower grade level of GS-14 or equivalent band level in the Federal Service.

Qualifying specialized experience must demonstrate the following:

GS-15:  

1) Leading and overseeing multiple teams in the planning and execution of assignments in accordance with industry inspection and evaluation quality standards;

2) Conducting complex program evaluations in accordance with industry inspection and evaluation quality standards;

3) Using advanced analytical and evaluative methods to identify areas of improvements in economy, efficiency, effectiveness, that can be made in agency statutes, regulations, guidance, policies, procedures, or practices; AND

4) Writing clear and concise reports with developed findings and recommendations in accordance with industry inspection and evaluation quality standards.
