This announcement uses the OPM Federal Wide Direct Hire Authority to recruit and appoint qualified candidates to certain positions in the competitive service where a critical hiring need has been identified.

Duties

Help
  • Advises the Chief Information Security Officer (CISO) and other technical managers on external developments in IT Security laws, regulations, policy, standards, and guidelines.
  • Advises the CISO and other technical managers on INFOSEC threat and vulnerability management issues, documenting the status of weaknesses identified in the enterprise, application, or system plans of action and milestones (POA and M), as applicable.
  • Provides the expertise and management skills required to conduct, coordinate, and govern major IT Security acquisitions, including Statements of Work and required supporting studies and analyses.
  • Provides management and staff support for the overall planning, implementation, and control of IT projects through the use of appropriate project management, configuration management, and quality assurance methodologies and tools.
  • Leads, coordinates, and administers EEOC's Information Security (INFOSEC) Program, and serves as the alternate Agency information system security program officer as required by OMB Circular A- 130.
  • Functions as the subject matter expert for threat, vulnerability, and configuration management, Governance, Risk, and Compliance (GRC) activities, and Federal Risk and Authorization Management Program (FedRAMP) implementation and monitoring.

Qualifications

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have been demonstrated in each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
For the GS-14: You must possess at least one year of specialized experience equivalent to the GS-13 level in federal service. Specialized experience includes the ability to develop, implement, and maintain cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance; execute decision-making authorities and establish vision and direction for the organization's cyber and cyber-related resources and/or operations; and ensure stakeholder security requirements are adequately addressed to protect the organization's mission and business processes.

Possessing CISSP, CCSP, CISM, CISA, or a SANS certification or an equivalent within the NICE framework is preferred.

You will receive credit for all qualifying experience, including volunteer experience.

Relocation expenses will not be paid.
