Summary

The Networks and Data Delivery Services Branch at Kennedy Space Center (KSC) is seeking to fill an Information Technology Specialist position. You will serve as a senior specialist for KSC Network and Telephone Systems responsible for planning, development, installation, operations, and maintenance in support of aerospace communications systems and faciities (e.g., Exploration Ground Systems, Commercial Crew, KSC Institution, International Space Station and the Launch Services Programs).

Duties

Help
  • Maintains technical insight into the cause and the plan of action when damaged, failed, or otherwise nonconforming hardware, equipment, or systems are encountered, such as troubleshooting unprecedented communication systems issues and problems.
  • Provides technical insight into cybersecurity functions including network and telephone security concepts, protocols, and methodologies.
  • Maintains contact with contractors to discuss and resolve technical, operational, and/or cybersecurity problems in areas such as Network and Telephone Systems.
  • Maintains liaison with IT professionals, engineers, scientists, or educators who are experts in related fields to maintain awareness of the latest trends and innovations in the field.
  • Applies detailed knowledge of NASA's Enterprise Networks and Telephone Systems architecture and interfaces to meet NASA and other government agencies communications requirements with maximum efficiency.
  • Develop unique or leading-edge communications technology to meet specific mission requirements.
  • Develop and update NASA budgets associated with Network and Telephone systems from the different funding sources.
  • Interfaces directly with OCIO organizations including the Comm Program and makes technical recommendations for policy determination and implementation of the Enterprise Network and Telephone Communications Systems.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level includes:

  • Experience applying knowledge of technologies and standards including Local Area Network, wired and wireless
    LAN, Wide Area Network, Telephony including analog and voice over IP and Cellular Network.
  • Experience with contractor surveillance and reporting.
  • Experience with various budget processes and interacting with Project Management personnel as it relates to project
    costs and schedules.
AND:
If you are qualifying based on experience, you must also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Additional information

Due to COVID-19, NASA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

This is a bargaining unit position - American Federation of Government Employees - Local 513.
