Duties

Help
  • Serve as an Energy Manager for energy requirements.
  • Direct and analyzes energy data and conducts surveys, audits, and special studies to optimize program efficiencies.
  • Integrate energy program with other Army programs recognizing interrelationships and ensuring compatibility with Army plans, policies and goals.
  • Conduct studies in research, data management, trend analysis, and special projects in all phases of the Army energy management program.
  • Analyze and make recommendations on all matters concerning energy management to ensure compliance with Presidential Orders, Department of Energy (DOE), Department of Defense (DOD), policies and mandates.
  • Utilize the Utility Monitoring and Control System (UMCS) to conduct periodic surveys throughout the installation for the purpose of providing technical advice and assistance to tenant activities.
  • Provide guidance for the implementation of the LONWorks architecture, as it relates to UMCS operation to reduce energy waste.
  • Develop long-range plans (including alternative energy methods) for the incorporation of energy conservation into master plans and other programs such as Energy Savings and Performance Contracting (ESPC).
  • Ensure that Energy Conservation Investment Program (ECIP) and Federal Energy Management Program (FEMP) projects are initiated and evaluates projects for energy/cost benefits.
  • Conduct commissioning, measurement and verification of Heating, Ventilation and Air-Condition (HVAC) systems, HVAC and pneumatic controls, and LONWorks communication devices.
  • Responsible for developing the installation energy reduction plan and for managing the energy program.

STANDING REGISTER: This is a Standing Register (Open Continuous) announcement for GS-0801-12, General Engineer, positions. The initial cut-off date for referral is 1 April 2022; after this date, additional cut-off dates will be established as vacancies occur, until the closing date of the announcement.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for General Engineer:

A. Degree: Bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least 1 program accredited by the Accreditation Board for Engineering & Technology (ABET); OR (2) include differential & integral calculus & courses (more advanced than first-year physics & chemistry) in 5 of the following 7 areas of engineering science/physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields & circuits; (f) nature & properties of materials (relating particle & aggregate structure to properties); & (g) any other comparable area of fundamental engineering science/physics, such as optics, heat transfer, soil mechanics or electronics.

OR

B. Combination of Education & Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying engineering & (2) a good understanding, both theoretical & practical, of the engineering sciences & techniques & their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by 1 of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for positions that are w/in or closely related to the specialty field of registration. For example, an applicant who attains registration as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in various States, District of Columbia, Guam, or Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in physical, mathematical & engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision & guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g. in interdisciplinary positions.

NOTE: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes working with Direct Digital Control (DDC) Systems, or Heating and Air-Conditioning (HVAC) Systems; and experience building automation systems such as the Utility Monitoring and Control System (UMCS); and/or working with the LONWorks protocol for DDC devices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
