This position is located in the Immediate Office of the Superintendent, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD).This position is established to assist the Sexual Assault Prevention and Response (SAPR) Office in providing responses to sexual assault, sexual or gender-based harassment, relationship violence, stalking, and retaliation incidents on campus, and at sea, through victim advocacy.

As a Victim Advocate/Prevention Educator, you will:

  • Respond to all crisis calls when assigned to hold the Academy On-Call Hotline Phone, which is held on a rotating basis with other SAPR Office (SAPRO) staff members (except the Director) on a not to exceed two-week period of time per rotation.
  • Provide direct assistance to survivors whether they are on campus or at sea. Conducts non-clinical safety assessment and safety planning as requested by the survivor. Considers survivors’ needs and connects them with appropriate resources, including medical care, mental health care, legal advice, and spiritual support.
  • Coordinate and present multidisciplinary education and prevention programming for Midshipmen, faculty and staff focusing on sexual assault, sexual or gender-based harassment, relationship violence, stalking, retaliation, and bystander intervention. Writes lesson topic guides, records attendance, and conducts post-training surveys.
  • Coordinate and conduct Sea Year specific training as well as training for Indoctrination, bi-annual required training, and leadership training in accordance with Academy policy.

IDEAL CANDIDATE STATEMENT:  The ideal candidate is a mid-level professional who has the skills and compassion necessary to interview and counsel student victims of sexual assault, sexual or gender-based harassment, and relationship violence or stalking. The candidate must be able to create lesson and/or training plans in the areas of sexual assault, sexual or gender-based harassment, relationship violence and stalking, and must be comfortable delivering training and speaking before both large and small groups of students, faculty, and staff. The candidate must possess the ability to find community support resources for victims and access them effectively for clients  The candidate must have creativity and energy to create sexual assault prevention and response awareness events that capture the attention of the campus community.  The candidate must be capable of adjusting to a demanding work environment characterized by tight timelines, shifting priorities, and flexing schedules.  The individual must be organized, imaginative, and attentive to details, with selfless dedication to helping others live with and learn about sexual assault. 

Highly Desirable:  The candidate should have victim advocacy experience with victims of sexual assault, sexual or gender-based harassment, relationship violence, or stalking, aged 17-25, preferably in a higher education setting.  The candidate will preferably have experience working in a Title IX program at an institution of higher education.  The candidate should have experience in forensic interviewing or trauma informed interviewing techniques, exceptional organizational skills and strong attention to detail as well as excellent interpersonal, oral, and written communication skills.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet either the education or experience qualifications for the grade at which you are requesting consideration, (2) provide a copy of transcripts for verification, AND (3) 

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience working with and providing support services to victims of sexual assault, sexual or gender-based harassment, relationship violence or stalking.
  • Experience to manage multiple competing priorities and meet deadlines.
  • Possess excellent verbal and interpersonal communication skills.
  • Experience providing advice and guidance on policy development, maintain accurate and thorough records, and collaborate with others.


To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Program Knowledge: Employee performs assignments of average difficulty requiring the application of fundamental principles, concepts, techniques, and guidelines relative to Sexual Assault and Prevention Programs.

Technical Knowledge: Works with the SARC to facilitate and evaluate education/training for indoctrination, pre/post sea year education, and leadership training.

Communication: Communicates information and referrals to students about SAPR services.
