The Office of the Chief Counsel Paralegal Specialist

  • Prepares comprehensive digests, summaries, or reports which serve as the basis for judicial, administrative, or other legal arguments, interpretations, or opinions.
  • Researches questions, regarding adjudication cases and regulatory actions; analyzes statutory authority; and provides regulatory interpretations that allow attorneys to respond to client inquiries.
  • Analyzes claims and other matters related to the Federal Motor Carrier Safety Regulations (FMCSRs).
  • Analyzes both issues of fact and law, and synthesizes intricate evidence using a variety of quantitative and qualitative techniques.
  • Prepares comprehensive digests, summaries, or reports which serve as the basis for judicial, administrative or other legal arguments, interpretations, or opinions. Reviews all submissions to determine type of proceeding- open docket; draft preliminary procedural orders for safety rating petitions and/or operating authority registration rejection appeals.

The ideal candidate has excellent legal research, communication (verbal and written), teamwork, and organizational skills. A strong working knowledge of electronic legal research tools such as Lexis/Westlaw.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • FINANCIAL DISCLOSURE FORM: This position requires completion of OGE-450, Financial Disclosure Form.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:

  • Experience writing legal documents in litigation proceedings. 
  • Experience researching and assembling exhibits, affidavits, legal documents, and other material for transmittal to administrative law judges, adjudicators, arbitrators, and private parties. 
  • Experience working with investigators and other enforcements staff to conduct initial review of civil penalty enforcement cases files for completeness and legal sufficiency.

Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards. 

Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. 

Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. 


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
