Duties

Help
  • Participates in Agency strategic planning initiatives at the operational and tactical levels, providing expertise in integrating human resource requirements and plans in the overall Agency strategy for mission accomplishment.
  • Serve as a key advisor to senior level managers and staff personnel, providing authoritative guidance and assistance in all areas of human resources management practices, policies, regulations, and laws.
  • Develops information for and prepares special or recurring reports and studies relating to the total human resources program or specific areas for management use.
  • Establishes and manages strategic planning, programming, budgeting, execution, and evaluation of human resource programs and services on a day-to-day basis, maintaining operational efficiency and expenditures to ensure sound financial operations
  • Researches and stays abreast of current developments laws and regulations affecting human resources operations.
  • The Director of Human Resource focuses on talent acquisition, recruitment, compensation, benefits, retirement, pay administration, employee performance, employee relations, labor relations, and employee work-life programs for entire DNFSB workforce.
  • Provides leadership in directing human capital procedures and business practices. Policies, guidelines and programs cover a mixed workforce comprised of Title 5, Excepted Service and Excepted Service non-title 5 employees.
  • The Director of HR evaluates effectiveness of administrative and management programs, directs special studies and analyses to enhance services of functional areas of DHR to DNFSB customers, and ensures implementation of cost effective and solutions.
  • The Director Human Resource provides leadership and management for HR Division and oversee execution of work through efforts of subordinate assistant directors and staff.
  • Responsible for developing annual and long-range goals and strategies for the Division; determining resource needs, allocation and use; and formulates criteria for program evaluation.
  • The Director of Human Resource is responsible for selecting subordinate supervisors and other division staff, as appropriate; setting performance standards for staff.
  • Develops and oversees the implementation of plans for meeting training and developmental needs; and develops workforce management plans to ensure DHR is adequately staffed
  • The Director Human Resource represents the Agency leadership in intra-and inter-agency human capital matters.
  • Attends meeting with high level officials from OPM, OMB, other agencies and outside stakeholders - to include Congressional hearings- making commitments on behalf of the CHCO within the boundaries of policy and regulation.
  • Performs other duties as assigned.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. You must meet the following requirements within 30 days of the closing date of the announcement.

Specialized Experience: To minimally qualify for the GS-15 level, you must have one year of specialized experience at the GS-14 (or equivalent) level or higher. The specialized experience for this position is identified as:

Independently providing technical advice or consulting support to senior agency managers in at least 3 of the following areas: staffing, employee relations, classification, performance management, compensation or benefits; AND supervising or leading (formally or informally) the work of staff; AND performing hands on experience consulting with executive staff regarding sensitive Human Resource situations to make recommendations and implement solutions.

Time-In-Grade Requirements: Merit Promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One-year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Applicants must submit your SF-50 that shows time-in-grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
