Duties

Help

Assists in selecting the methodology, techniques and procedures to be used to meet assignment objectives. This generally includes the use of standardized audit techniques, including sampling techniques, data analysis, quantitative methods, financial analysis, or a combination of these techniques, as appropriate.

Performs research to gather background information about the program and identify relevant criteria.

Reviews documents provided by or prepared by program officials to ascertain accuracy and completeness of information provided and/or to test compliance with program controls.

Gathers, analyzes, and interprets data to support conclusions and recommendations and determines the evidence that will be used to support conclusions and recommendations.

Builds and maintains constructive working relationships based on mutual respect and a shared commitment to the OIG’s mission, values and goals.

Prepares written summaries and assignment documentation to support work performed including documenting interviews, findings, conclusions, and recommendations in accordance with standards and OIG policies and procedures.

Participates in writing the report and ensures that the report conclusion addresses the objective, findings are logically structured, recommendations are meaningful and actionable, and overall tone is appropriate.

Participates in site visits, conferences, briefings, interviews, and other meetings with FDIC, financial institution representatives and OIG management. management.

Qualifications

Applicants who have a completed degree or certificate from a qualifying educational institution or program within the last 2 years. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements for Performance Auditors:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or 
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to the basic requirements for performance auditors, applicants may qualify based on education, work experience, or a combination of both, as defined below:

Education:

CG-07: At least one full year of graduate-level education or superior academic achievement directly related to this position.

CG-09: At least two years of progressively higher-level graduate education leading to a master’s degree, master’s, or equivalent graduate degree directly related to this position.

Specialized Experience:

CG-07: At least one year of specialized experience equivalent in responsibility and scope to the grade 05 in the Federal Service. Specialized experience is experience that demonstrates a basic knowledge of accounting and auditing principles, concepts and methods and an ability to conduct audits, evaluations, and review assignments.

CG-09: At least one year of specialized experience equivalent in responsibility and scope to the grade 07 in the Federal Service. Specialized experience is experience demonstrating a professional knowledge of and skill in applying accounting and auditing concepts, principles, and methods sufficient to work independently using conventional procedures and practices that apply to most situations encountered.

Superior Academic Achievement Provisions include the below:

A Bachelor's degree in any field, plus at least one of the following superior academic achievement provisions:

  1. Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Applicants must have a grade-point average of:
    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society, other than freshman honor societies. Honor societies that have been approved are listed in the American College of Honor Societies.

Education

Education must be accredited by an accrediting institution recognized by the U.S Department of Education.

Additional information

This vacancy is limited to 150 applicants and may close before the closing date if that limit is reached.

As a participant in the Pathways Recent Graduates Program, you will:

  • receive at least 40 hours of training and developmental assignments directly linked to your employment field;
  • be assigned a mentor; and
  • sign a Pathways Recent Graduates' Participant Agreement and execute an Individual Development Plan (IDP) outlining training requirements and program expectations.

Recent Graduates who satisfactorily complete the Pathways Recent Graduates Program and meet all eligibility requirements for conversion may be non-competitively converted to a term or permanent appointment in the Competitive Service. Conversion is not guaranteed nor an entitlement and is based on the needs of the OIG. In the event you are converted out of the Recent Graduates program into the Competitive Service your full performance level will be a CG-12. 

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Complete at least one year of continuous service, in addition to all Program requirements;
  • Demonstrate successful job performance consistent with the applicable performance appraisal program established under FDIC OIG approved performance appraisal system that results in a rating of record of at least “Fully Successful” or equivalent;
  • Meet the OPM Qualification Standards for the competitive service position to which she or he will be converted;
  • Meet any other agency-specific requirements outlined in the Participant Agreement; and
  • Receive a recommendation for conversion from her or his first-level supervisor.
