Duties

Help

-Provides technical guidance, advisory support, and assistance to the USSTRATCOM JIOC Commander, Deputy J2, and J2 on entire projects and/or major phases for broad and varied intelligence operations relating to foreign threat to current and future NC3 programs, capabilities, systems, and activities.

-Performs a broad range of intelligence research and analyses assignments focused on foreign nuclear forces, entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies.

-Attends meetings, conferences, briefings, and seminars related to IC program planning, advanced technologies, and support system concepts.

-Accomplish professional development and maintains technical proficiency through interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participates in formal training programs.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Apply experimental Intelligence and NC3 theories and new developments related to the analysis of foreign nuclear forces to NC3 problems not susceptible to treatment by accepted methods. Advanced knowledge of intelligence information flow and other governing regulations, including Intelligence Oversight requirements is required to develop new methods, approaches, and procedures to ensure a timely response to senior leadership on the feasibility of different approaches to overcome NC3 related intelligence shortfalls and requirements, which provide a basis for action or the solution to specific unique problems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Understanding of USSTRATCOM JIOC's mission, strategic vision, and priorities and sufficient ability to ensure those are reflected in DNI, IC, DIA, and DoD intelligence policies, strategies, plans, and analytic products.
2. Ability to communicate effectively both orally and in writing; to negotiate complex issues; to maintain good working relations; and to advocate with individuals both internally and externally. Ability to successfully lead study teams comprised of JIOC analysts, collection managers, and planners to originate new ideas, projects and methodologies that inform leadership decision making abilities.
3. Ability to effectively participate with decision-makers in setting program goals and establishing priorities to support the USSTRATCOM JIOC'S mission, as well as participating on DoD and Intelligence Community-wide committees and working groups.
4. Ability to remain in synch with intelligence dissemination requirements, data sharing, and infusion methodologies associated with machine to machine learning and artificial intelligence sufficient to execute projects and/or studies within established financial, manpower, and/or time constraints.
5. Skill to negotiate and/or defend findings and program support concepts necessary to establish and utilize procedures and processes to meet USSTRATCOM JTOC's organizational objectives.
6. Ability to anticipate, identify, analyze, and consult on potential or actual intelligence problem areas relating to USSTRATCOM JIOC program implementation and mission achievement; developing and selecting from alternative courses of action or corrective courses of action; and/or take decisive action based on developed contingency plans.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
