Summary

This position is located in the Training Development and Analysis Division (TDA), Foreign Affairs Security Training Center (FASTC), Directorate of Training (T), Bureau of Diplomatic Security, Department of State, Blackstone, VA.  The incumbent will provide oversight for the Unmanned Aerial Systems Program and coordination and guidance for the Training Support Systems multimedia group in overseeing the integration of state-of-the-art technology into the training delivery systems of FASTC.

Duties

Help
  • Serves as the expert on the implementation of Distributed Learning and Interactive Courseware, overseeing technology-based deployment through the FASTC Training Management System.
  • Oversees the implementation of qualitative and quantitative analyses and reviews proposed curriculum, and through cost benefit analysis aids in determining the cost-effectiveness of new proposals and anticipated return on investments.
  • Conducts research on recommended Unmanned Aerial Systems and multimedia platforms and technologies. Providing comparisons, evaluations, trends in learning, devises, new protocols, practices, policies and procedures.
  • Serves as the Contracting Officers Representative and Government Technical Monitor for unit logistics. Approves invoices for payment, ensures contractors comply with the terms and conditions of the contract, cost proposal and quotes.
  • Develops comprehensive cost estimates for program activities and budget. Determines most efficient and effective use of funds. Participates in planning meetings to determine overall program funding requirements.

Qualifications

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position;

OR

B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.

Qualifying experience must demonstrate the following:

-Experience applying instructional systems design methodology and related instructional concepts.
-Experience developing curriculum programs and course designs.
-Experience developing course evaluation and data analysis using a wide range of qualitative and quantitative methods to improve program effectiveness.
-Experience managing and overseeing financial and budgetary activities.
-Experience managing contracting administration responsibilities.

There is no substitute of education for specialized experience for the GS-14 position.
