Duties

  • Duties listed below are at the full performance level. If selected at the GS-5, GS-7, or GS-9 level, an incumbent will perform duties at a reduced level of responsibility and/or difficulty while receiving on-the-job and other appropriate training.
  • This is a field going position and the employee will be required to work outdoors in inclement weather and in rugged mountainous terrain.
  • Plan and execute all aspects of survey projects to locate and delineate the boundaries of National Forest System Lands (NFSL), from initial project development and records research to the filing of records and reports upon project completion.
  • Lead and manage field crew(s) in performance of the survey, marking, and maintenance of NFSL boundary lines.
  • Provide survey support to other program areas/staff as needed. Survey projects may be of a complex nature involving watercourses, distorted/erroneous surveys, obliterated or lost corners, litigation, or conflicts of survey.
  • Review, interpret, and prepare legal description, plats, deed exhibits, and other documents.
  • Analyze title documents, land records, and legal decisions to evaluate ownership, rights, and conflict of title.
  • Consult with Professional Land Surveyors, property owners, Government officials, and others for information which affects or could affect the location of property lines, and to resolve complicated and contentious survey situations.
  • Manage the technical aspects of survey project contracts, including developing contract specifications, scope of work, and cost estimates, serving as Contracting Officer's Representative, and inspecting completed work for contract compliance.
  • Provide technical support and guidance to other program areas/staff on subjects under the umbrella of expertise of Professional Land Surveyors.
  • Brief unit management on land, title, and boundary disputes, encroachment/trespass cases, and other situations as they arise, and recommend solutions to the same.

Basic Requirement: GS-1373 Land Surveyor

Degree:
Land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments;
OR
Combination of education and experience - courses equivalent to a major in land surveying or civil engineering as described above, plus appropriate experience or additional education;
OR
The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence or registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below:

Specialized Experience Requirement:

GS-5: No specialized experience required. Applicants who meet the basic education requirements described above are fully qualified for the GS-5 entry grade.

GS-7: One year specialized experience equivalent to the GS-5 level. Examples of specialized experience include meeting one or more of the following: Checked and compiled field survey data; made appropriate mathematical computations for traverse closures. Under supervision of higher grade employees, conducted routine analysis, and prepared routine legal descriptions, plats, and/or survey reports; received training and experience in the practical application of basic land surveying principles, theories, methods, techniques and practices; worked closely with higher grade professionals and technicians to acquire the experience necessary to plan, organize, and execute field surveying projects;
OR
Successful completion of one or more years of graduate level education (at least 18 semester hours/27 quarter hours) with coursework directly related to land surveying or civil engineering;
OR
Combination of graduate level education and specialized experience (as stated above) that is directly related to land surveying or civil engineering that together meets the qualification requirements for this position;
OR
Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp).

GS-9: One year specialized experience equivalent to the GS-7 level. Examples of specialized experience include meeting one or more of the following: Worked as an advanced trainee performing duties of limited scope and complexity in all aspects of land surveying activities. Directed field surveying projects of sufficient scope to promote the continued growth and development in cadastral surveying as well as application of State and Federal land laws. Studied routine cases requiring historical searches of property ownership; previous surveys of the area; and the pattern of political, geographic, and economic influences that surround the property involved. Conducted limited record searches; evaluated the information obtained; and performed the necessary survey work associated with the initial location or re-identification of property lines, section corners, and surveying monuments;
OR
Successful completion of two full years (36 semester hours / 54 quarter hours) of graduate level education leading to a master's degree or master's degree or master's or equivalent graduate degree with coursework directly related to land surveying or civil engineering;
OR
Combination of graduate education (beyond 18 semester hours / 27 quarter hours) as stated above and specialized experience (equivalent to at least the GS-07) that is directly related to the land surveying or civil engineering that together meets the qualification requirements for this position.

GS-11: One year of specialized experience equivalent to the GS-9 level. Examples of specialized experience include meeting one or more of the following: Assisted in planning complex projects including geodetic surveys, right-of-way, easement, and engineering surveys; provided technical guidance and training to survey crews performing cadastral, geodetic, right-of-way, and engineering surveys; serve as a contract inspector ensuring compliance with contract specifications on survey projects contracted to private surveying firms; researched and evaluated records for areas targeted for complex survey projects; recommended actions to assist with issue resolution; prepared preliminary and final survey plats, drawings, reports, legal records, and title descriptions;
OR
Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to land surveying or civil engineering).
OR
An appropriate combination of specialized experience as listed above and graduate level education with coursework directly related to land surveying or civil engineering (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed.
