Help

Major duties include, but are not limited to the following:

  • The Supervisor Social Worker will ensure that primary care services are delivered to Veterans assigned within the Primary Care clinics to include all Community Based Outpatient Clinics.
  • Responsible for staff supervision, work assignments, budget and clinical services. Incumbent will ensure that SOP/policies are created to enhance the provision of services for Veterans and their families.
  • Develops, plan, establish and implement policies and procedures; develop individual and group goals and objectives. Responsible for monitoring the operations of all assigned programs.
  • Ensures that all staff of the supervised programs adhere to all current directives of VHA, and meet Joint Commission and other accreditation standards.
  • Meet the clinical needs of Veterans and families to include but not limited to discharge planning, nursing home placement, Goals of Care, Advance Care Planning and VA/Community referrals.
  • Incumbent will ensure that staff adhere to consult management and Secure Messaging per VHA and Medical Center guidelines.
  • Respond to all Congressional inquires and Customer Service Recovery issues. Incumbent will prepare necessary Administrative Correspondence for review by Social Work Leadership, Medical Center and VISN as clinically indicated.
  • Individual will ensure that all programmatic outreach efforts are conducted in accordance with all VHA policies and procedures.
  • Other duties and responsibilities may be assigned by the assigned supervisor and/or Social Work Chief as needed for the benefit of the of the Veteran, family, and quality of services provided. Additionally, the incumbent may be relocated to another office, or building to include the CBOC, to support the mission of the medical center.
  • The individual may be required to work an irregular tour of duty to include weekends, depending on the needs of the program, service, and medical center. The individual may also participate in the medical center's social work on-call rotation, as required. Social Work on-call is between 11pm and 8am to include evenings, weekends and holidays.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website (www.cswe.org) to verify if that social work degree meets the accreditation standards for a master of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
  • English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j.
Preferred Experience: Strong leadership skill, interpersonal skills and an ability to work with others. Supervisory experience preferred and will be strongly considered.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates

Supervisory Social Worker, GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as supervisory social worker must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.

Assignment. At this grade level, Supervisory social workers typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Physical Requirements: Light Lifting (15 lbs and under); Light Carrying (15 lbs and under); Both hands required; Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13" to 16"; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Hearing (aid permitted); emotional and mental stability.

Additional Requirements: Extended periods of standing, bending and carrying light items such as books, medical records and paper is required. Walking long distance throughout the medical center, on units and between divisions is required. Conducting patient encounters in a community setting or in the patient's home environment may be required. Position often places the incumbent in a position of stress. Due to the nature of the work, the incumbent many come in contact with Veteran patients who are confused, intoxicated or have a contagious condition. Ability to drive a care and have a valid state license is required. Exposure to dangerous situations in the community from traffic accidents to crime is also possible.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
