Duties

Help
  • You will assist the Supervisory Wildlife Biologist with wildlife and fisheries management, applying a broad range of wildlife conversation principles and techniques to managing populations of federal and state listed species and their habitats.
  • You will assure implementation of and compliance with federal, state, and Department of Defense natural resource regulations, directives, policies, and procedures for the Base.
  • You will interpret environmental laws with regard to training, construction, and facilities maintenance projects in compliance with applicable federal legislation and national programs for protection of natural resources.
  • You will coordinate with conservation agencies, biological consultants, universities and private researchers to plan, develop and implement wildlife/fisheries populations and habitat management studies, surveys and improvement projects.
  • You will serve as a technical expert on wildlife and fisheries matters.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate:

GS-11 Level
at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector as a professional Wildlife Biologist performing most or all of the following duties: 1) Managing endangered and non-game species for an organization to evaluate effects of activities on natural resources; 2) Developing long range and annual incremental plans for the implementation of wildlife management programs to include species specific and ecosystem management plans; 3) Analyzing wildlife population and habitat by performing research (e.g., developing census and habitat analysis techniques, collecting and analyzing baseline data, and monitoring population trends), and preparing species distribution map, habitat maps, and species lists; 4) Coordinating with conservation agencies, biological consultants, universities, and private researchers to plan, develop, and implement wildlife population and habitat management studies, surveys, and improvement projects; and 5) Reviewing draft and final reports and incorporating results into management plans.

GS-9 Level:
at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector as a professional Wildlife Biologist performing most or all of the following duties: 1) Assisting in managing endangered and non-game species for an organization to evaluate effects of activities on natural resources; 2) Implementing wildlife population and habitat management studies, surveys, and improvement projects; 3) Applying principles and concepts of wildlife management habitat, fisheries, wildlife surveys, suitability evaluations, wetland delineations, and/or natural resources research studies; and 4) Preparing reports related to wildlife/fishery population and habitat management.

Education

Applicants MUST provide all relevant transcripts needed to confirm that the positive education requirement has been met.

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successfully completed a bachelor's degree in biological science that included: with at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and at least 9 semester hours in botany or the related plant sciences.

A combination of education and experience equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown above, plus appropriate experience or additional education.

In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent combination of education and experience, as follows:
GS-11:
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

GS-09:
Successfully completed two full years of progressively higher graduate level education leading to a master's degree; OR
A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

Additional information

COVID VACCINATION INFORMATION: To comply with the recent preliminary nationwide injunction on Executive Order 14043, Requiring Coronavirus Disease 2019 Vaccination for Federal Employees, the Department of the Navy is not taking any action to implement or enforce the COVID-19 vaccination requirement. This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

You will be required to work alone, without supervision outdoors in varying weather conditions during daylight and nighttime. You may be required to work for up to eight hours without a formal break. Work may involve hiking over uneven terrain, stooping, bending, balancing, working in an awkward position, wading in streams, ponds and lakes, crossing
moving water, climbing hills, trees and structures, crawling, movement through dense vegetation, and remaining in sitting or lying positions for long periods of time. Work may occasionally involve lifting and carrying up to 100 lbs. Work involves handling wild animals and chemical used to immobilize/euthanize animals. You may be exposed to potential injury from wild and domestic animals, animal fecal matter/tissues and exposure to diseases transmitted from animals to man.

Approximately 25% of the work is accomplished in the field away from modem conveniences. Approximately 75% is accomplished in an office setting. The duties involve driving on improved and unimproved roads, jeep trails and off-road. Work involves flying in fixed wing and rotor aircraft for wildlife/resource surveys, climbing trees and cliffs.
