  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Conduct and lead research and technology development in the areas of advanced communications network architectures, protocols, and aeronautical-based technology applications.
  • Identify, design, develop, and validate new network-based architectures, components, systems, and sub-systems for integration into aeronautics and space applications. Validation can include analytical, test, and/or measurement approaches.
  • Conduct analysis, design, modeling, and simulation of communications network components (e.g., high speed switches, routers, packet analyzers), subsystems and full systems/architectures using hardware emulations and computer modeling software.
  • Develop prototype aeronautical network system/architecture emulations and demonstrations in a laboratory or relevant environment for integration of air traffic technologies and autonomous decision making.
  • Work independently and in teams to solve technical problems while applying electrical and computer engineering principles to complex aeronautical computer-based systems. May lead research or development task areas in support of larger projects.
  • Serve as a subject matter expert and consultant to colleagues, management and contractor personnel regarding status, anomalies, modifications, operational parameters, and risk mitigation to support formal reviews, presentations, and deliverables.
  • Develop communication networks, fundamental and novel emerging technologies to support aeronautical flight programs and projects.
  • Maintain awareness of networking technology, advancements, and latest trends in satellite and aeronautical communications, services, and technology, and software analysis/simulation techniques and related fields through journals and publications.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level

  • Assisting with developing communications networking systems and/or components for data communication environments;
  • Assisting in the development of telecommunications projects and/or components; and
  • Utilizing software programming techniques such as C, C++, Python, MATLAB, network packet tracers (IP, TCP/IP, UDP), etc., or other relevant software programming languages, or hardware integrations, or other communications techniques to support simulations/emulations of signals and systems for data transmission.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level
  • Conducting research on communications networking systems and components for data communication environments;
  • Developing and planning telecommunications projects and components to support technology applications; and
  • Operating software programming such as C, C++, Python, MATLAB, network packet tracers (IP, TCP/IP, UDP), etc., or other relevant software programming languages, or hardware integrations, or other communications techniques to support simulations/emulations of signals and systems for data transmission.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in a) engineering from a college or university that has at least one ABET accredited engineering program or b) Physical Science, Mathematics, Life Science, Computer Science*, or other field of physical science.
*Note: A computer science curriculum must include 30 semester hours of course work in any combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
