The Deputy Director, Physical Measurement Laboratory (PML) is administratively responsible for many of the operations of the Laboratory as delegated by the Laboratory Director; serves as advisor to the Director of the Laboratory on all aspects of PML technical programs, budgeting, administrative policies, and on long-range planning for facilities; participates in effecting new programs and program coordination between the Divisions, other Laboratories at NIST, and other organizations associated with related measurement science programs. Additionally, the incumbent performs the following duties:

  • Coordinates planning and execution of all reimbursable technical programs in the Laboratory. With the cooperation of the PML Division Chiefs, oversees and facilitates the negotiation, establishment, and implementation of research agreements between the Laboratory and external agencies, institutions, and companies. Ensures the successful fulfillment of these joint research programs totaling $40 - 50M annually resulting in mutual benefits to NIST and the cooperating agency. Specifically, is responsible for overseeing major Laboratory programs sponsored by other Federal agencies engaged in defense, communications, transportation, energy, health, safety, and resource management such as DoD, FCC, DoT, DoJ, and DoE. Maintains awareness of the needs of other agencies, guides supervisory and research personnel in developing measurement services responsive to these needs, negotiates funding, and sees that programs are implemented and carried out to successful conclusions.
  • Serves as the Laboratory expert in the technical/scientific aspects of programming, planning and budgeting for on-going cross Divisional projects in the Laboratory. Provides assistance in establishing unified technical programs across the Laboratory in areas such as quantum science, measurement services, embedded standards, advanced microelectronics, artificial intelligence hardware, integrated photonics, precision measurements for health care and biology, and climate metrology. Assists in locating potential funding sources, establishing a balance between long-term gains and short-term impacts, and estimating probabilities of success. Assists the Laboratory Director in assuring that program objectives are consistent with the NIST mission and well correlated with other Laboratories within NIST in areas of common interest and national need.
  • Assumes responsibility for specific technical or administrative assignments which may change from time to time. For example, serves as Laboratory manager for special issues studies. Establishes, manages and frequently serves as chairman of ad hoc committees, or committees of a more permanent nature that are interagency in nature, or made up of government-industry and/or professional society groups.
  • Maintains close liaison with key Federal institutions, national and international standards organizations, and scientific and professional societies. Provides guidance to Laboratory personnel in their relationships with these organizations. Assists by making and maintaining contacts with high level management in these organizations, industrial firms, and other Federal agencies.
  • Responsible for many operational aspects of the Laboratory, including information technology security, marketing and communications, human resource issues, staff recognition, patents, space and facility allocation, and internal proposal development and review.
  • Assists the Laboratory Director in formulating and implementing management policy, organizational structure, and overall personnel and budgetary requirements. Management policy provides the rationale and control under which projects are chosen and initiated, criteria for evaluating validity and significance of studies, procedures for disseminating outputs of research, definition of the degree and nature of consulting services to requesting agencies, and other guidance for forming a productive program. Flexible personnel assignment practices, careful staff development and tight budgetary controls are essential means for implementing the above policy and are an immediate concern of the incumbent.
  • Serves as Acting PML Director in the absence of the Director.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed below. Applicants must also meet the OPM Individual Occupational Requirements for this position.

Basic Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

EXECUTIVE CORE QUALIFICATIONS (ECQs):
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
MTQ 1 - Demonstrated experience presenting scientific, engineering, and measurement findings, both written and in person, to audiences representing a wide range of knowledge at a variety of organizational levels.

MTQ 2 - Demonstrated experience leading a significant measurement science research program including proof of effective interactions with external organizations, such as other federal agencies, industry, professional associations, and the national and international standards community.

MTQ 3 - Demonstrated experience providing authoritative leadership and management for a scientific and engineering institution of significant size, resources, scope and complexity, that includes presenting economic and policy positions to audiences representing a wide variety of organizations.

Additional information

The physical worksite for this position is located in Gaithersburg, MD or Boulder, CO. However, NIST is currently under a maximum telework due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change when NIST moves from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. Future telework opportunities will be subject to the unit's telework policy and supervisory approval. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
