Summary

This position is located in the United States Department of Agriculture, National Institute of Food and Agriculture (NIFA). The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will serve as a National Program Leader (NPL) and administer our research, education, and extension programs that address national agriculture priorities.

Duties

Help
  • Leads research, education, and extension programs in food and agricultural sciences including plant pathology and microbiology; food science and meat processing; human nutrition; natural resource economics.
  • Leads research, education, and extension programs in food and agricultural sciences including adoption of technology or conservation practices; traditional ecological knowledge; education; or workforce development.
  • Conceives, formulates, and executes programs and activities to respond to existing or emerging problems, opportunities, priorities and issues for development.
  • Applies science-based knowledge to evaluate policy and develop and implement programs in collaboration with universities and other partners.
  • Evaluates and assesses the quality, outcomes and impacts of these programs.
  • Promotes the research, education and extension portfolio to advance the strategic goals and management objectives of NIFA and the administration.
  • Actively engages in multi-Institute trans-disciplinary teams to address mission critical priorities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Education Requirements
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

AND

In addition to the basic requirement above, all applicants must meet the following minimum qualifications:

GS-13
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the competencies to perform successfully the duties of the position. For this position, specialized experience is defined as coordinating and analyzing data for the development of policies to implement programs to enhance food and agriculture; collaborate with various stakeholders to gather information on the performance of agricultural research, extension, or education activities; and assisting in conducting program evaluations to improve the administration and efficacy of research, education, and extension programs.

GS-14
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the competencies to perform successfully the duties of the position. For this position, specialized experience is defined as experience developing and providing input and direction for regional or national food and agricultural science programs; participating in the development of policies to implement programs to enhance food and agriculture; leading workgroups with various stakeholders in the performance of agricultural research, extension, or education activities; and participating in conducting program evaluations to improve the administration and efficacy of research, education, and extension programs.

This position leads research, education, and extension programs in food and agricultural sciences including:

  • plant pathology/plant protection, microbiology with an emphasis on molecular biology, plant-microbe interactions, molecular genetics, bacteriology, mycology, and the plant microbiome;
  • food Science, including meat processing, food safety, food technology, and quality assurance;
  • human nutrition, including nutrition education, health equity, and behavioral economics;

  • adoption of technology or conservation practices, including economics and sociology;
  • agricultural sciences with an emphasis in traditional ecological knowledge;
  • education; or
  • workforce development.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

Travel and relocation expenses will not be paid by the Department of Agriculture. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
