Supervisory Duties:
Provides full technical and administrative oversight over the Talent Acquisition Branch, the Executive Resources Branch, and the Diversity, Equity and Inclusion Branch. Additionally, the position directs and coordinates the work within the branches and oversees special projects designed to promote and develop oversight and compliance of all internal operations; Exercises significant responsibilities in dealing with agency management officials, management officials of other HHS components, as well as officials of other Federal agencies; Initiates corrective actions relating to employee work problems and makes decisions on work problems presented by contractors; Makes or approves selections for subordinate non-supervisory positions; Makes decisions on non-routine, costly or controversial training needs and training requests related to staff members in order to efficiently manage numerous projects. Recommends awards or bonuses for non-supervisory personnel and changes in position classification, subject to approval by
higher-level officials, supervisors or both. Reviews and recommends serious disciplinary actions, including suspensions involving non-supervisory subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates or positions in the unit; recommend appointment, promotion, or reassignment to such positions. Approves expenses comparable to with-in grade increases, extensive overtime, and employee travel; Finds and implements ways to eliminate or reduce significant "bottlenecks" and barriers to production, promote team building, or improve business practices.

Human Resources Services:
Provides expert advisory, consultative, and technical services to OIG/OMP on a broad range of human resources (HR) issues that involve complex and controversial issues. These services are: (i) solving sensitive and complex issues; (ii) advising supervisors in developing accurate position descriptions and assuming responsibility for their technical adequacy for classification purposes; (iii) consulting with management on proposed reorganizations and advising on potential effects on positions, career progression, and maximum utilization of skills; (iv) administering agency recruitment and placement plan that includes developing and issuing vacancy announcements, determining qualifications, identifying critical skill requirements, chairing/coordinating evaluation panels, and processing personnel actions; (v) processing noncompetitive actions in accordance with applicable rules and regulations; and (vi) ensuring that management and employees are kept informed of new changes in HR policies, procedures and programs.

Executive Resources:
Develops, implements, and manages an OIG specific Senior Executive System (SES) performance management system. This will include initial certification and subsequent recertification using OPM's SES Performance Appraisal Assessment Tool. The incumbent will manage the Performance Review Board process.

Develops and manages GIG-specific pay administration policy, including but not limited to: (i) setting pay upon initial appointment; (ii) adjusting pay, including performance-based pay increases and approving exceptions to the 12 month rule; and (iii) critical position pay.

Establishes an OIG Executive Resources Board (ERB), which, at a minimum, conducts/oversees the merit staffing process for career entry into the SES. The incumbent will develop and deliver OIG-specific policy and guidance to mission areas for implementing SES staffing, classification, performance management and pay.

Develops and maintains internal and OPM reporting systems for tracking all OIG executive resources personnel movements including career executives and any political non-career SES and/or Schedule C appointees and coordinate OIG entries of positions for the Plum Book for quadrennial publication.

Manages the career SES staffing process including but not limited to: allocation approval, develop/issue vacancy announcements, conduct initial review for minimum qualifications, facilitate subject-matter expert review of technical and executive qualifications to determine "best qualified", ensure ERB engagement and oversight, approve selection for initial career appointments and other staffing actions, obtain OPM certification of executive qualifications required before initial career appointment, SES orientation and on-boarding processes.

  • Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:
  • Experience with managing and advising senior officials on the Senior Executive Service (SES) program activities;
  • Experience that demonstrates comprehensive knowledge of SES recruitment and hiring authorities;
  • Experience managing an SES performance management system; and
  • Experience preparing and presenting high-level briefings to senior officials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses are not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience may be approved as credit for your Annual Leave accrual.
