This position is being filled through OPM's Direct-Hire Authority and is open to all U.S. Citizens. Duties

  • Provides technical leadership and guidance in the area of Grain Crops.
  • Coordinates scientific research programs in the area of Grain Crops.
  • Participates in the review of scientific manuscripts as a reviewer or designator of peer reviewer(s) when strong differences of scientific opinion exist or arise.
  • Responsible for fiscal planning and providing input on budget initiatives for funding high priority research areas.
  • Develops National Research programs, evaluates programs, reviews process of research, interprets and documents research outcomes and impacts, and develops research initiatives.
  • Manages multidisciplinary research programs related to grain crops and coordinates team based multidisciplinary studies.
  • Establishes and maintains communication with ARS Research Leaders and non-ARS research organizations in the field of expertise to assure that ARS research programs are kept up-to-date scientifically.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements for the 0401 series:
Degree in the biological sciences, agriculture, natural resource management, plant physiology, genetics, chemistry, or related disciplines; OR a combination of coursework as described above and appropriate experience.

Basic Requirements for the 0435 series:
Degree in botany or plant physiology or a related scientific discipline that included at least 10 semester hours in plant physiology.

Basic Requirements for the 0440 series:
Degree in genetics or one of the basic biological sciences that included at least 9 semester hours in genetics.

AND in addition to meeting one of the basic requirements listed above, applicants must also possess the specialized experience shown below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:

GS-15: Qualifying experience for the GS-15 includes on year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience includes experience conducting research in the area of Grain Crops that resulted in peer reviewed journal articles, patents, and/or germplasm releases and providing senior level technical leadership in the area of Grain Crops.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
