Help

As a General Engineer (Principal Technical Advisor), you will:

  • Develop and evaluate engineering solutions, and work in partnership with railroads, universities, vendors, state and local governments, and other transportation safety partners to implement effective safety countermeasures.
  • Prepare and implement research, development, and technology (RD&T) strategic plans, prioritizing future engineering safety research needs.
  • Develop partnerships with transportation system safety stakeholders at the national, state, and local level including Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Railroad Administration (FRA), state departments of transportation (DOTs), and university researchers.
  • Direct federal research to advance the state of the practice in engineering solutions for improved system safety.
  • Apply data science, machine learning, and artificial intelligence (AI) applications to existing and new rail safety data sets. Work in this area includes automating and analyzing data and advancing the state of the practice for safety data collection, analysis, and presentation.

Ideal Candidate: As a non-supervisory GS-15, the employee will serve as a Principal Technical Advisor (PTA) and a national and international expert in engineering approaches to integrating technology, data science, and advanced analytics to advance surface transportation safety.

PLEASE NOTE: Current Volpe employees with duty stations other than Cambridge, MA may apply for this position and may remain in their current duty station, if selected. Salary will be adjusted in accordance with the locality pay of the specific area.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience requirements for each grade. Please review the following information before proceeding with the application process: 

(1) All applicants must meet the education requirements under A or B to qualify for applying to an engineering position:

  1. Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;

OR

  1. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:    

  1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
  4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.

For the GS-15:

  • Experience serving as a senior technical authority in the field of systems safety engineering as it relates to surface transportation (highway, rail and/or transit); and participation in working groups or committees that address innovative research and development techniques, guidance, best practices, and requirements in this field.
  • Experience designing and implementing innovative research and development projects that apply innovative technology, data science, and advanced analytics applications within a surface transportation environment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Mastery knowledge of and skill in applying a wide range of professional engineering concepts, theories, principles, standards, and methods for the planning, assessment, and improvement of surface transportation safety.

  • Mastery knowledge of and skills to generate, synthesize, exchange, and apply new engineering hypotheses and concepts in formulating, planning, conducting, nurturing, and evaluating transportation safety technology research and development. This includes recognition of professional expertise by principals in the Federal decision making process such as high ranking officials in the executive and legislative branch, high ranking officials in state governments, public interest groups, law-enforcement personnel, and subject matter experts in the systems safety engineering field.

  • Ability to prepare, evaluate, and execute research strategic and operating plans.

  • Ability to integrate technology, data science, and advanced analytics to advance surface transportation safety.

  • Ability to oversee teams that can automate and analyze data and advance the state of the practice for safety data collection, analysis, and presentation.
