Duties

Help

At the full performance level, the Records and Information Management Specialist will perform a variety of duties to develop, oversee, and evaluate the District's records and information management program. In addition, the incumbent will provide a variety of services involving administrative management analysis and support services. Formal and/or on-the-job training will be provided as needed. Duties include:

  • Identifying and analyzing DOJ/EOUSA and USAO policy on records management.
  • Developing policies and procedures on how to handle, store, and dispose of federal records.
  • Providing guidance for District management on the design and implementation of file arrangement systems, filing procedures, and filing techniques of official records.
  • Providing advice and assistance to staff and contractors with respect to individual or case-related records management issues.
  • Serving on project teams or committees to develop records processes and procedures for electronic records that only exist in non-paper media.
  • Preparing files for shipment to the Federal Records Center (FRC).
  • Coordinating with GSA and building management to ensure occupancy agreement/lease is properly administered.
  • Serving as Property Custodian for the Plano and Sherman offices.
  • Ensuring office equipment is properly working and submitting requests for maintenance and/or repair as necessary.
  • Utilizing the small purchase procedures of both the Federal Acquisition Regulations and Justice Acquisition Regulations.
  • Reviewing requests for contract and procurement actions.
To perform the contracting duties of this position, you may be asked to obtain and maintain a Federal Acquisition Certification in Contracting (FAC-C).

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-9: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions as defined below: Specialized Experience OR Education.
Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in Federal service. Qualifying experience demonstrates possession of each of the following competencies: Attention to Detail, Customer Service, Decision Making, and Planning and Evaluating.

Specialized experience is defined as experience that involves identifying policy on records management; providing guidance on the handling and storing of official records; preparing files and records for permanent storage; following proper procedures to dispose of official records; monitoring the compliance of records policy; and overseeing property and equipment inventories.

Education: A Master's or equivalent graduate degree in a related field (e.g., Public Administration, Archivist) or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. Education was obtained in an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions as defined below: Specialized Experience OR Education.

Specialized Experience: One full year of specialized experience equivalent to the GS-9 level in Federal service. Qualifying experience demonstrates possession of each of the following competencies: Attention to Detail, Customer Service, Decision Making, and Planning and Evaluating.

Specialized experience is defined as experience that involves analyzing and developing government policy on records management; providing guidance on the handling and storing of official government records; preparing files and records for retention at the Federal Records Center (FRC); identifying and following proper policy to dispose of federal records; administering preservation orders affecting specific records and categories of records; monitoring management controls over records policy; and overseeing government policy regarding property and equipment inventories.

Education: A Ph.D. or equivalent doctoral degree in a related field (e.g., Public Administration, Archivist), or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Education was obtained in an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
