Duties

Help
  • Serves as a policy and congressional expert on federal legislation, regulations, planning, developing, and recommending policies and legislation.
  • Provides high-level advice on a broad range of cross-cutting organizational legislative program and policy issues.
  • Implements and enhances cross program and initiatives, advising senior staff regarding the most effective way to administer funds and adhere to legal requirements for new and existing programs.
  • Researches and analyzes significant policy issues and major legislative developments affecting all types of formula funds, grants, cooperative agreements, and special projects.
  • In coordination with appropriate staff, provides analyses, assessments, and appropriate recommendations on issues and initiatives of a complex and technical nature.
  • Plans, conducts, participates in, and leads meetings, conferences, and other sessions with Federal and State program heads and other officials for the purpose of representing NIFAs research, education, and extension programs.
  • Serves as the primary source of high-level policy related legislative advice and expertise for the programs of NIFA.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience serving as a policy and congressional expert on federal legislation, regulations and planning; developing and recommending policies and legislation; serving on working groups in development and implement of policies or procedures; keeping abreast of proposed and newly enacted legislation and regulations and providing expert advice regarding the potential impact of implementing proposals for change.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is located in the United States Department of Agriculture, National Institute of Food and Agriculture . The option to work in one of the Agency offices may also be available. Relocation expenses may be paid for selectees currently residing outside of the geographic region described above.
