Wage and Investment Submission Processing

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

Technical Work:

  • Assists in preparing and maintaining regular production/inventory reports using established formats and sources of data applicable to the program, functional, or organizational reporting requirements. Prepares special reports as directed.
  • Performs a limited number of administrative tasks using an automated system which involves: assigning, maintaining, monitoring, or updating work status and inventory records; ordering research; acknowledging correspondence; maintaining, updating and initiating personnel records; timekeeping; and performing other support activity.
  • Prepares and maintains regular production/inventory reports/attendance records using established formats and sources of data applicable to the program, functional, or organizational reporting requirements. Prepares special reports as directed.
Clerical Work:
  • Receives, opens, sorts, and distributes both incoming and outgoing mail and products; routes mail to various points within and outside the organization. Ensures all mail and products contain sufficient information for proper delivery. Maintains logs for mail and product accountability purposes.
  • Screens documents, forms, and letters addressed or routed to various offices; researches correspondence not addressed to specific functional areas. Screens material initially identified as "unable to route" to determine information requested and based on thorough knowledge of organization and functions of various offices, determines proper office which the material should be sent. Identifies forms or documents requiring special priority handling and treats them accordingly.
  • Perform all duties related to delivery scheduling, receipt and acceptance, inventory management and reconciliation, and product disposal.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Undergo an income tax verification and review of prior performance/conduct.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement OR time of referral:

Age Requirement:
applicants for any position in the competitive service must be (1) at least 18 years old, or (2) at least 16 years old and:

  • Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or
  • Have completed a formal vocational training program; or
  • Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or
  • Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Basic Requirement: GS-03
6 months of full time (40 hours per week) general experience.
OR
Have one (1) year of education above the high school level in any field of study obtained from an accredited junior college, college, university, business, secretarial or technical school. This means at least thirty (30) college semester/ forty-five (45) college quarter hours of education or 20 hours of formal classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school equaling 720 hours. Completion of an intensive, specialized course of study of less than one (1) year may also meet these requirements. This would normally require completion of up to 40 hours per week of instruction for at least 3 months duration, and may have been obtained through a variety of programs such as those offered by business or technical schools, and through military training programs.
OR
Have an equivalent amount of combined education and experience. The equivalent combinations of successfully completed post-high school education and experience may be used to meet total requirements.

All experience must demonstrate progressively responsible clerical, office or other work that indicates ability to acquire the particular competencies needed to perform the duties of this position. This may be paid or non-paid experience.

Basic Requirement: GS-04
To qualify at this grade level you must have: One (1) year or twelve (12 months) of general experience. General experience must demonstrate progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience.
OR
Two (2) years of education above the high school level (education may have been obtained in an accredited junior college, college, university, business, secretarial or technical school).
Note: One full year of academic study is defined as 30 semester hours/45 quarter hours in an accredited junior college, college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in an accredited business, secretarial or technical school equaling 720 hours.
OR
An equivalent amount of combined education and experience. The equivalent combinations of successfully completed post-high school education and experience may be used to meet total requirements.

Basic Requirement: GS-05 Level:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. Specialized experience for this position includes: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of the position to be filled. This may be paid or non-paid experience. Examples of qualifying experience may include conducting basic research and applying information as necessary, interacting and communicating (orally and in writing) with customers, performing office duties.
OR
You may substitute education for specialized experience as follows: A Bachelor's degree or four years of education above high school in any field of study from an accredited college or university.
OR
Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.

  • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
  • This is a bargaining unit position.
  • Tour of Duty: Shifts vary by location. We will try to offer the shift of your preference, but you may be offered an alternate shift upon selection. The actual Tour of Duty will be defined at job offer.
  • Alternative work schedule, staggered work hours or telework may be available.
  • A recruitment incentive has been authorized for eligible, highly qualified applicants. The average incentive will be approximately 2% of the base salary or $1,000 minimum and will require a one-year service agreement. The service agreement details will be provided to new employees prior to entrance on duty. This monetary incentive will be disbursed approximately 60 days after entrance on duty.
  • Work Schedule: There is not a guarantee you will be selected for the work schedule you prefer. There are limited full-time permanent positions and the majority will be filled on full-time seasonal, part-time seasonal, or intermittent work schedules. If selected on a seasonal work schedule, the season is either 3-5 months, 4-6 months, 5-7 months, or 6-8 months, determined upon selection.
